The Board of Supervisors yesterday | passed to print an ordinance providing for the temporary appointment of an ex- pert ecountent for the purpose of inves- tigating the books ol quasi-public cor- porations with a view to assisting the | board in fixing gas and water rates. The | accountant’s appointment is to date from October 1, and a sum of §1500 is to be set aside for his compensation. Boxton sald he saw no reason for the employment of an accountant. “We already bave an expert,” said Box- ton, “and until 1 know that he has more work than he can attend to I will vote against the ordinance. The position at-/| tempted to be created is, in my opinion, entirely unnecessary.” The ordinance extending the hours dur- ing which pupils’ half-fare street car tick- ets may be used was passed to print. The hours now are between 7:30 and 10 a. m., 12 m. end 1:30 p. m., 2:30 p. m. and 4:30 p. m. and 6:30 p. m. and 9:30 p. m. Among those brought Gown from Sacramento is Thomas Ball, who for many years has been in charge of the motive power and mechanical department of the Southern Pzcific Company at Sacramento. FILES ESTIMATE OF TAX BUDGET Finance Committee Fig- ures Municipal Ex- penditures. Says Big Improvements Must Come Outside of the Dollar Limit. The Supervisors’ Finance Committee | submitted yesterday to the board its rec- ommendations of necessary municipal ex- penditures as compiled in the tax budget for the next fiscal year. The committee recommends a tax of $L0762, of which 0762 is outside the dollar limit as pro- vided by the charter, for park purposes. The sum of $1,280,000 is set aside for the { school department, $60,750 for the library fund, $283,500 for the park fund, $18,000 for the firemen’s relief fund, $25,000 interest and sinking funds; total $5,958,500. Last year's apportionment was $5,825,100. The estimate is based on a total assessed val- uation of $405,000,000, the same as last year. The improvements provided for in the budget are: Equipping nurses’ quarters, $1000; laying wires underground, $45,000; fire engine house in hotel district, $45,000; completion of police station, Fourth and Clara stregts, $20,000; streets and sewers, $122,905; total, $233,905. The report accompanying the budget says: Increases in salary are strongly recommend- expert to the Finance Committee, from $175 to $200 per month; John H. Ryan, assistant clerk, $150 to $175; John E. Behan, chief assistant clerk, $150 to $200 per month; John F. Finn, stationery clerk, from $125 to $150. Advertising has been reduced from $24,000 to $14,000, in accordance with the difference in contract price. Burial of indigent dead and maintenance of the pound has been reduced by $1000 each; subsistence of prisoners has been increased $4500. For lighling streets and public buildings, $260,000 has been allowed, as against $257, last year. The appropriation f3r water has been increased $16,000 to meet the cost of ad- ditional hydrant service. The Assessor has been allowed $6000 for additional clerks and $25,000 for map clerks. The Recorder has made a strong plea for additional funds, but an in- crease of only $3000 is recommended. For jury and witness fees the courts will have to de- cide whether the fee is payable for service or appearance and the appropriation has been increased from $17,500 to $25,000. INCREASE FOR POLICE. The following increase is recommended in the Police Departmen -....$766,708 Present allowance One lieutenant at $1680. Eight corporals at $1404 Twenty-six patrolmen at $1224. Twenty-four drivers at $1080. Total . This will add sixty men to the force and en- able the officers now acting as drivers to do patrol work. The committee believes that 100 men should be allowed, but the limited amount of money at its disposal prohibited any fur- ther increase. The Almshouse expenses have been increased $2500 and the City and County Hospital ap- propriation is increased from $35,560 to $100,- | 000, and $8820 is set aside for the new Park | Emergency Hospital. epartment asked for $739,420, last year. The committee makes no recommendation in the School Department estimate for new con- struction, but has allowed for salaries, ex- penses and repairs $1,275,000, and for main- tenance of the playground §$5000; total, $1,280,-" 000. Last year's appropriation was $1,295,220, of which $50,000 was for construction. The department will recefve from the State nearly $100,000 in excess of the amount estimated at the time of making the tax levy, so that there are ample funds on hand for maintenance. Your committee believes that the construction of modern school houses is not possible under the limitations of the charter, and if the com- munity desires them it must either approve of an extra tax .evy or issue bonds for the purpose. BOARD OF WORKS CUT. The appropriation of the Board of Public 8,007, against $827,200 last year. The board asked for $1,977,696. The recapitu- lation follows: General office, salaries, etc., $24,180; bureau light and water, $3600; Bureau of Bulldings, $§3900; Bureau of Archifecture, $13, of Streets, $20,100; corporation yard, $11,390, maintenance of bridges, $6560; City Hall, jani $50,142; Bureau of Engineers, $60,- 000; maintenance of buildings, $50,750; repairs to sewers, $70,000; repairs to streets, $75,000; repairs to county roads, $10,000; street sweep- ing, $100,000; construction of buildings, $60,000; construction "of sewers, $43,905; new work on streets, $79,000; total, $778,007. We strongly indorse the resolu- tion to set aside $6500 to open Lyon etreet. The board will meet next Friday night to consider the budget, when citizens will be heard, and to consider the proposition to hold a specia] election to submit a charter amendment providing for the sub- mission of all proposed bonded improve- ments in one election. MAY DISMISS MURDER CASE AGAINST McFADDEN Judge Mogan Intimates That in His Opinion the Evidence Is Weak. The preliminary examination of George McFadden, charged with the murder of aged Charles Tucker of Martinéz in a | doorway at $29 Howard street April 23, was concluded before Judge Mogan yes- terday and the Judge intimated that in opinion the prosecution had failed to bLstantiate the charge.
