SAN RAFRAEL, March 18.—There Is a fight on between the city of San Rafael and -the Western Union Telegraph Com- pany. The corporation has announced that if it is compelied to pay a city license it will abolish its office here and rem its wires from the city. The trouble grows out of the determina-~ tion of the Cily Trustees to collect a cense from the Western Union Company. For some time there has been in ence an ordinance empowering the City Tax Collector to collect from each tele- phone or telegraph company doing busl- ness here the sum of $i0 a quarter. .The Tax Collector has frequently presented his blll to the Western Union Company, but in each instance has met a rebuff. The City Council at a recent meeting autHorized the Tax Collector to see that the license money was paid.
