St. John filed a complaint yesterday with Customs Collector Stratton against Cus- toms Inspector Atkinson for allowing a Japanese stowaway to escape from the Hongkong Maru yesterday morning while Atkinson was on watch. The delinquency of Insgector Atkinson was reported to St. John by Lieutenant Edward Durkin of the customs patrol. The Jap got over the side of the Maru and into a small skiff moored to a collier lying alongside and was paddling away with a flat piece of board for an oar when he was observed by Inspector Stone, who was on watch on another vessel near by. Stone gave chase and overhauled the Japanese.
