WASHINGTON, July 12.—Retallation by Japan for the high tariff imposed upon Japanese imports into this country is be- ing urged upon the Tokio Government by its commercial men. In an official report to the State Department Consul Lyon at Hipgo reports that the Kioto Chamber of Commerce has passed a resolution peti- tloning the Government to raise the dutles on kerosene oil from the United States and Russia. “It is declared,” the Consul says, “that the step should be taken a# a retaliatory measure against the high import duty im- posed on Japanese merchandise in the United States and the Asiatic provinces of kussia, and at the same time to protect the oil business now fast developing in this country. This is indeed a serious question afecting Japan's foreign trade, and whether the Govérnment will favor- ably entertain the proposal may be watched witn considerable interest.” The ol trade of the United States with Japan is large, the value of olls imported into the Pacific islands from the United States for eleven months ending with last May being estimated by the Bureau of Statistics at $4,3%4,311. An Increase of duty would consequently be serious. Japanese officials in this city are not aware of any intention on the part of Japan to put in force a policy of retalia- tion against the United States, though they confirm Lyon's report of the feeling existing among exporters of their coun- try. Minister Kogoro Takahira, who is known to be most friendly to the United States, will certainly endeavor to prevent any friction arising in the commercial re- lations of the two governments. It is pos- sible that in case of the ratification of the French reciprocity treaty next winter Japan will be willing to negotiate a re- ciprocity treaty with this Government.
