Time, Six furlongs—Rosa Diah won, Emma D sec- =eel VALLEY ROAD AND THE LEASE OF CHINA BASIN Changes in Existing Conditions Dis- ssed at Meeting of Harbor Commissioners. N important meeting of the Harbor Commissioners was held yesterday. The lease of “China Basin” to the Valley road was under discussion, and among those present were Acting Governor Neft, Acting Mayor Tobin, At- torney General Tirey L. Ford, E. 8. Pllis- bury, attorney for the Valley road; A. H. Payson, vice president of the Valley road, and Harbor Commissioners Kilburn, Har- ney and Herold. The principal speaker during the con- ference was E. 8, Pillsbury. He told how in 18% a portion of “China Basin” was rented to the Valley road for $1000 a year. Since that time many improvements have been made and the State has been receiv- ing a big rental for property that never brought in a cent before. Since the lease was given the Valley road has been acquired by the Santa Fe, but the status o? things has not been changed, as the original arflcles of incor- poration require the Valley road to re- maln a separate body. ‘“‘Under the terms of the lease of China Basin to the Valley road certain fmprove- ments had to be made,” sald Mr. Pills- bur a.nd to put the basin in shape ac- 0 these rules would cost a mil- fion dollare, Wo woald have to builg a retaining wall, whereas we can build a section of the’ seawall wvhich will do us just as well and save the Harbor Com- mission an expenditure of $250,00 at no very,distant date. e question therefore arises, would it not be better for us to give up our old ease and secure a new one giving the l.lley road permission to build a portion of the permanent seawall? He wanted a penall{ attached to the bond, however.
