Late dispatches from the Consul General at Shanghai, which have not been made public, are understood to be decidedly pessimistic in tone, giving little ground for the hope that the foreigners in Peking could be rescued, or that the Chinese Govern- ment could be depended upon to aid in the protection of foreigners and the restoration of order.
