Johnson a pilot to gucceed Captain von Schmidt, deceased. Johnson is a brother of the pilot who Wrecked the Mail Company’s steamer New York, and has not been to sea for ars.. He came out here as master sailing vessel and then went into the employ of the Pacific Coast Steamship Company. He was with that concern for a very long time and brought the Santa Rosa out here from the East. When the gouthern boom broke out Johnson relin- quished the command of the Santa Rosa and went to San Luls Obispo, where he superintended the building of the Hotel Ramona. He ran that concern a while and then came back to San Franclsco, where he engaged in the boliler-covering business. Harry Bennett fell into the hold of the steam _ colller Progreso yesterday and broke his nose and right leg, and E. J. Brice was nearly asphyxiated at the Call- fornia House yesterday afternoon. During the attack in the two saloons Barry asked Greenan to arrest him if he had any charge to prefer against him, but this the officer declined to do, which apparently is the most surprising feature of the whole business. Greenan has been four times before the Commissioners recently on different charges, and if Barry's charges are proved against him the probability is that he will be dism from the force. PERSISTENT SMUGGLERS. Steerage Steward of the Curacao De- tected With Contraband Mexi- can Cigars., The steamer Curacao is keeping up its reputation as a smuggler of Mexlcan ci- gars, or rather as an attempted smuggler, for almost every time she arrives from Mexico the customs Inspectors find on board from 500 to several thousand cigars secreted about the vessel for the purpose of being smuggled ashore. On most of these occasions the contraband goods have been found stowed away in the crew’s quarters, but yesterday morning the steerage steward, whose name was not given, was detected in the H, left the steamer at the Broadway dock with & valise in his hand, but was watched by Customs Inspector Stephens, who asked him what was in the valise, The steward made no reply, but dropped the valise as though it were so much dynamite and scampered away as fast a8 his legs would carry him. He had not been seen again up to the time The Call went to press this morning. The valise was found to contain 800 Mexican cigars. They were confiscated. Saddle Ready to Do Queer Things With the Pri- mary Law. All good Democratic eyes are turned to- ward the meeting of the executive com- : of the State Central Committee h will be held in the California Ho- tel to-morrow night. On the face of it there is nothing of importance to come | before the meeting—only the appeal of Heeney from the action of the committ: | of one hundred in making itself the mu nicipal convention of San Franeisco; but | an attempt will be made to have this ap- | peal the b of the downfall of the Phe- ‘hkn body nd its final exit from local | politics. The Heeney appeal has been be- fore the executive committee since the | last campaign and has dragged an uncer- | | tain existence through several | but the political pot s simmering coming fight for city government and the | old case will be made to do duty im earn- | e Democratic campaign has hardly | d. There are no definite combina- | and no factions in the fleld, but quiet work is going on all the time, and it is a safe prediction that before May is well on Its way across the calen- dar there will be plenty doing in the Democratic haunts. Already talk of district clubs is being heard and several of the districts are fitted out in this respect even this early in the campaign. Buckley, too, I8 re- ported to have established headquarters | and made himself ready for something to turn up, and the committee of one hun- dred is émerging from its hibernation and is_thinking of primaries under the new law and a basketful of other things which s0 far can only be guessed at. The primaries are the main object of the purists, however, and through them much is hoped to be gained. The present plan s to put through a blanket ticket and corral everything in sight, though | that means if the new law and the oid | friends will only stand for it. Under the new law everybody votes at | every one else's prima: delegates are | named from the distri the precincts or at large, just as the appointing power | sees fit, and the committee of one hun- dred has come to the conclusion that at large is good enough for them. The idea is to have the names of all the delegates to the municipal convention printed upon a slip and made ready for the willing voter, and then to have all the commit- tees’ 'friends vote the slip by passing it on the primary ticket in strict accord- ance with the law, but hardly with Dem- ocratic principles. The delegates will not be selected to represent any particular district; they will be taken from anywhere there is a oper tlons made from a committee standpoint. lines and precinct lines will play no part in the selection, and the proceedings of the last election, where the banner Dem- ocratic district.’ received two_delegates and the banner Republican district re- ceived seventeen delcfnles to the Demo- cratic convention, will be repeated. The new primary law will cut the most prominent flgure in the coming campaign, for it is something untried and not viewe without suspiclon. The election at Stock- ton -only recently called attention to the first loophole, and there is no telling how many more will appear before the local ])(!ll“clans have had their swing at it. n Stockton it was found that one side had no contest. Its delegates were per- fectly safe, and so the surplus vote was usged to dabble In the politics of the other side, to the great gratification of the hosses and the chagrin of the party med- dled with. In pursuance of the new law, the Eleo. tion Commission has issued certain orders to govern the coming primary and among them is the following: Each political party, as aforesatd, shall file with the Board of Election Commissioners, on or before July S, 1899, its petition authenti- cated by its chairman and secretary, setting forth: The name of the party; that the petis tion ‘i authenticated by the ' proper officer of the party committee; that it is the inten- tion of such party to hold a local convention for the purpose of making nominations of can- didates for city and county offices to be voted for on Tuerday, November 7, 159, In ac- cordance with Section 1, Chapter 2, Article X1, of the “New Charter,” and request a place upon the official primary election bailot. = The petition must specify in detail the apportion- ment of delegates, whether at large, or by Assembly districts, 'or by primary _elecion pi cinets, or by combinations thereof for the pi osed convention. The petition must be veri- ed by the proper officers of the party, before an officer authorized to administer oaths. : | with so muc man who is willing to do the right thing | District | Sure Rq@e Cure, Wonderful Restoration Re- ported From Boston, Mass. | | 1 ADVERTISEMENTS. | | | | | GEO.
