Under this plea and the fact that | the men paid the money to Geffeney in an open manner, and that they were entitled | to land, it was argued that a conviction | could not be had. Mr. Banning, in pursuance of a rule of his office, consulted Immigration Com- | missioner’ North as to the course to_be | pursued, and Mr. North, through Mr. | Geffeney, informed Mr. Banning that the suggested dismissal of the cases would | be satisfactory to him.
