CALL HEADQUARTERS, SACRAMENTO, Jan. 4—There is no longer any doubt whatever that the new charter adopted by the people of San Francisco will be ratified by the Legislature. Some weeks ago The Call made a poll of the Legislature by telegraph, and, while a majority of the members of both houses declared in favor of its ratification, there were a number who expressed a desire to more thoroughly familiarize themselves with the instrument before committing themselves for or against it. During the present week The Call's staff of correspondents has made a systematic and intelligent canvass of the Legislature, with the result that it is enabled to announce to the peo- ple of San Francisco that there will be practically no opposition to the charter in either House. And there will be little if any delay in its ratification.
