Gunn has been re-elected llentenant of the second division of the neval militia and George B. Kammerer ensign of the same di- vision. Albert E. Grefl has been appointed staff or- derly, vice Legge, assigned to the sanitary corps. By virtue of orders issued from brigade headquarters of the Second Brigade Charles A. Jenks, who was in command of Troop / First Cavalry, found guiity of neglect of duty #nd disobedience of orders and conduct detri- mental to the service, has been discnarged from the National Guard. Tne matter still has to ve acted upon by the commar.der-in- chief. who has the power to modify the sen- tence if he feeis so disposed. Attention has been called fseveral times in this department to what is known as the ““Red Book,”” or book of rules and regulations of the National Guard of the State, which, by reason of itsage end the manv changes which have taken place since it was issued, has become ugeless as & guide book. There is & movement afoot In this city to call a meeting of officers for the purpose of having the book revised and mede to conform with the laws and re- quirements, or in other words to make it an up-to-date book. If that is done, then the guard of the State will be thankful, The neglect of company commanders in fur- nishing reports which will enable the officers at headquarters to prepere documents for pub- Jication is again illustrated in the meglect of the Third Brigade of the Signal Corps, Compa- nies Bend Eof the First Infantry, F and G of the Second Infantry and B of the Eixih In- fantry to send to headquarters the muster ro.1 in time to admit of the making up of the nu- merical strength of the guard on the first of last October. As 1o penalty s visited on deiinguents, re- ports are sent in whenever it seems to please those whose duts it is attend to such matters, These individuals shouid remember that the taxpayers, who foot the bills for maintaining the organization have an interest in knowing how the Guard stands at stated periods, and if some penalty were visited on them they would have their reports in the pigeon-holes at head- quarters on time. The nuttorities of the Swate of Towa have taken asiep that the atunorities of this S ate might adopt with most_beneficial results to the National Guara. It has established a school of instruction for the officers of the guard. 1tisto be in cuarge of a commandant appointed by the Governor of the State, who will appoint ins'ructors nominated by the commandant. The members ot the student class will be designated in orders, and the 1n- dividuai records of attendance and result of examinations will be kept. The course of in- struction will include law, engincering, hy- giene, stretegy and tactics. The instruction hat the officers will recaive wiil be on the lines of instruction in the United States army, and those who are required to take examin: tion will be more in 1ouch with military mat- ters than they are now. 586, ®ixth In- The First Infantry. He made an inspection of the quariers, was present at an election for licutenant and ensign and gave some valunble advice in the matter of conducting the nffairs of the two divisions located in this city: Last Tuesday evening Eusign Peterson, who was Tecently elected to thal position, had a division out for land drill and he acquitted himself ina very creditable manner. Several montiis ago the authorities at Mare Island offered to place the steam launch used by the divisions here to go to and from shore to the Comanche in good condition, as it needed repairs, but it has not yet bean re- turned and for that reason there have not been any drills on the vessel of late. To-morrow there will be u meeting of the officers of the two divisions at headquarters, when matters of importance tothe militia will be discussed. The principal importers of foreign liquors in this city are about to form an association for the better protection of their brands, If their programme is car- ried out the new orpanization will in- clude the importers of foreign groceries and all others who have a brand to pro- tect. The importers have been led to undertake this movement on account of the recent decision of Assistant United ore 21-14, 1621, 1 F. Mack and 21, 21—16. ated J. White 20, 15—21, 21. and | States Attorney Schlesinger to the effect thet the laws of the United States are not suflficient 1o prevent ihe sale of goois put up in the United States under foreign labels. The importing houses are in a quandary as to what to do since the charges against the firms of E. G. Lyons & disregarded by the Federal authorities. They think that it is useless for them to attempt to proceed under section 3449 of the Revised Statutes of the United States, and that their only relief is in the passage of a State law at the next session 70, | of *he Legislature. The liguor importers are not the ouly (Fand G not | suffarers from the refiliing of botiles and the counterfeiting ot brands. There are manufacturers of sauces, canners of sar- dines and manufacturing grocers gen- erally who are pgetting the worst of it from San Franci:co manufacturers, All of the agents of these foreign concerns will be invited to join in this movement. The organizers intend to take their time in draw:ng up the bill, which they intend to have passed. They are now canvassing the city for members for their new association, and expect to pro- ceed to active business about the first of the year. ——————— HOTEL ARRIVALS. RUSS HOUSFE.
