Perry Denies That Customs Duties ‘Were Charged on Relief Food. A story from Duluth, Minn., to the ef- fect that a letter had been received from Captain L. Laverge of the whaleback steamer Everett, that went to India with a load of grain food for the famine suffer- ers, stating that the British India customs’ cfficials had refused to'allow the cargo to land without paying the regular customs duties, has caused R. D. Perry, the San Francisco secretary of the India famine relief fund, to deny the statements. In the first place the local secretary, pre- vious to the shipping of the grain, had the assurance of Lord Balisbury, through Coun- sul-General Warburton, that the cargo would be aamitted free of duty, and fur- ther that it would be distributed to such points as the donors designated. Mr. Perry said that the trouble probably came about in this way. The captain of the Ev- ereet was no doubt charged the usual har- bor duties, such as wharfage, harbor-light fees, etc., which could no: have amounted to much more than $40 or $60. He said: ¢ When we sent out the ship we allowed the ship $37.000 for the voyage, and the hurbor dues were calculated in this amount, which was indeed very large. These dues are always charged to the ship and notto the cargo. If the officials had remitted these fees, as was done at Singa- pore, they would no doubt have gone into the pockets of the captain and not been returned to the United States Government, which provided for the sending out of the steamer. ———————— AFTER THE OOAL-DEALERS. An Attempt Being Made to Break Up the Association. While it is a well-known fact that the coal-dealers of this city are strongly or- ganized for mutual protection, an attempt is about to me made to prove this organ= ization an illegal one and to prosecute the members. The papers in the case have already been made out by Messrs, Knight & Leam- ing, and will be filed in the Attorney- General’s office. The papers allege that the Coal-dealers’ Association of Culifornia conflicts with the laws of the United States, inasmuch as it is formed to keep up the price of coal by limiting the sup- ply and selling only to certain pariies, who must be members of the associat on. The price of coal eharged to members of the association i« $8 per ton, and they are pledged 1o sell at an increase of not less than $2, or at $10 per ton. Those who are pot members of the association must pay the full §10 per ton. This system effectu- ally crowds out small dealers who are not members of the association and cannot afforu to pay the $500 mem bership foe. q
