They are not after the shoeblacks and the small vender of yeanuts or sim- Mar peity dealers, bat they intend, if pos- sible, to prevent stores being built and conducted on the sidewalk in the heart of the city. Itis a weil-known fact that at the pres- ent tinie on some of the most traveled streets of this city there are thoroughly equipped stores with counters, shelves, awnings and other furniture, all placed on public property and for which no rent is paid. £ The most prominent example of asing the sidewalks for a store exists near the | corner of Thirteenth and Washington stree.s. For about forty feet of the side- walk there is a store more fully equipped than manv candy-stores in town. There is a large connter s:anding weil outon the | sidewalk, the side of the house is covered with brackets supporting glass jars of candy, a roda-fountain is buiit there, mir- rors are bhung behind the counter, two assistants are empioyed and apparently a good business is done. The Merchants Exchange deciares tbat such practices are illegal, that the people doinz business under such conditions sliould be required | to rent stores, and that the offi prevent such misuse of sizewaiks. At two of the corners at E ghth and Washington streets there are iarge fruit stores which cover over half the sidewalk, In addition to a succession of platforms for the d splay of fruit, one dealer also has a complete peanut-roasting outfit on the edge of the sidewalk. There are 1aany similar places all over town. Abou! two years ago an effort was made toclesr the streets of all obstructions. This it of decency went so far that for a few days bootblack-stunds, merchants’ signs and all manner of irivial obstructions were rapidly raken awav by the Street Department. The :pasm passed away after Mayor Davie's p.ece of coal had been seized, and since that time the practice of doinz busine-s on the sidewalk has rap- idly increased. OAKLAND, Oct. 29.—The relatives of George Ward, the drug clerk who dis- appeared Tuesday, have about given him up as drowned. He left the store shortly before noon feeling very poorly. The next heard of him was in the afternoon, when he went aboard the Eppinger, which is in the creek. He met Al Kreichner and told him he was iil, but thought s rest in the sun would help him. Kretch- ner replied that he was just going to San Francisco in a sailboat, ana askea him to make the trip. The two started out, and vesterday the boat was found off Hunters Point capsized and the mast broken. Neither ot the men have been seen since. Ward leav brother and moiler, who are nearly frantic. At present he has the record for office-ha.ding in the State. When Harlow went into the Sheriff's eoffice he was a reporter on the Oakland Transcript, which w:s tnen edited by Henry George, who died to-day. It was while acting as a reporter in the old Courthouse that Harlow, more as a joke than anythine else, was offered the posi- tion of Under Sheriff, which at that time was a position of far less responsibility than at present. Harlow’s first superior was Harry Morse, the detective captai and although incumbents of many polit cal creeds have been elected Sheriff, Har- low hss always bren known of the brains of the office. A few years ago he published a work on Sheriffy’ law which has been accepted as a standard in all tne States on the Pucific Coast. Being a R publican te thinks the time has arrived when he should be given an orportunity to fill the highest seat in the office. It cannot be argued that he has not sifficient experience to make a Sheriff for A’ameda Couniy, but he has quietly jo ged along until he has dropped out of politics altogether, and he never has been regarded as having any claim on tne office of Sheriff. Now Mr. Harlow confesses that just the smal.estof political bees is buzzingaround bim, and he very modesty remarked that | if tae people want him or Sheriff, he will not disappoint them.
