The Society for Prevention of Cruelty to Animals Declared the Proper Custodian of Estrays. The Grand Jury has been for some time delving into the proper waysand means of conducting a public pound. Asa re- sult of this investigation the members have become possessed of some decided views upon the matier, as was evidenced by the report signed by R. D. Cranston, F. L. Turpin and John Mallon, which was unanimously adopted. 2 This report enters unrese:vedly into the subject with the statement that “‘we find the Pound in as bad a condition as it would be possible to have, the fact being that there is no legal Pound.” The his- tory of the institution was reviewed !rom the time it passed under the supervision of the Society for Prevention of Crueity 1o Animels until, by the refusal to dismiss F.A.Osborn aspoundmaster at the society’s request, the latter body was virtually de- prived of control and 1in consequence de- clined to allow the “home” which it had built to be used. “*No dogs have been im- pounded since the 28in day of May, and the city has been the loser to the extent of $600 on dog tags ys the report, *“‘while the public bas had to content itself with the nuisance. While tuere was no Pound ovpen in June the us ul galary of $75 per month was drawn.’’ The management of the Pound by Os- born is severely criticized, the charge being made that the fees and expenses for selling animals often amounted to ten times the amount brougnt.
