In September, | 1896, Colunel Fairbanks, Colonei Nunan and | Colonel Currier were appointed such & board. The signal corps of the Second Brigade has established torch-signal stations, ome on Buens Visia Park and the other at a point on the Castro-street hilis. Mejor Jensen, inspector for Brigade, hes filed his report of the camps of | the First and Fifth regiments. He writes in | terms of commendstion of each camp, and Teports that the average aitendance at the camp of the First was 513 for a twelva-com- pruy regiment, and that of the Fifth, an cight-company 'regiment, was 386. Of the | First he writes that on occesions of cere- | monies the appearance of the regiment was £00d, excepl =8 10 some companies, which were very wesk in numbers. Both camps were well policed, but that of the First wes not as well policed as it might have been in the vicinity of the mess tables. The report of Captain Carrington, U. 8. A., Inspector of the Nutional Gusrd of California, Which was forwarded to the War Department some time since, has been made public at the war Office in Washingion, D. C. It snows that the organized force is 3678. He deleils his nspection of the several camps held this sum- mer, and says that 65 per cent of the enrolled force attended camp, He speaks in high terms of the camps and .he work of the men. He details how, with the m.ans of iransporiation, the trcops can be concentrated at various points in from twenty-four hours to five days for service in the State, and details that pro- visious have been meade to supply the troo, with rations. He recommends that the guard be provided with rifles of the model of 1884. and urges an increase of the Federal ap- propriation for the National Guard. FRESNO, CaL., Oct. 15.—The construction of the bulkhead at the new range of Companies € and F has been completed and the Fresno guardsmen now Liave one of the best ranges in the State.
