Reynolds Was Thrown | Out of an Examination in i This Oity. Judging from the numerous complaints which have been heard lately as to the manner in which the civil service exami- | nations have been conducted in tl}ls city, there is much room for reform in that branch of the service situated in W ashu‘f;;- ton as to its methods of enlightening in- quirers with regard to the time and place, etc., of holding the examinations. 5 The latest complaint comes from Wil- liam H. Reynolds of thie city. Mr. Rey- nolds applied by means of the proper blanks to the comm s-ion at Washington for a permit to enter the examina‘ion to be held October 8 for ihe position of skilled laborer in the United States Mint. PORTER, President. | Mr. Reynolds did not desire to change | his application and not having the permit from Washington he could not attend the examination held on the 8th of this month. He learned afterward irom an. other source tbat for the position of skilled iaborer he could enter any examinations, but he would have to take his chances as to the department to which he would be assigned in the event of his succeeding to be next 10 a vacancy. The commission should not have sent tack his app'ication, but should have given him a permit to enter on the exam- ination of October 8. It is obvious that | the old blanks c1ving information to ap- | plicants should b:revised. Journal of Commerce Changes Hands. A mortgege of $6828 on the Journal of Com- merce has been foreclosed oy H. Lacy and he is now sole proprietor of the paper. James O'Leary, the former owner, made no opposi- tion to the foreclosure suit and for the present will continue as editor of the Journa. For some time he has been pubiishing the Com- mercial Hera d as a weekly and 1t 1s his in- tention to soon make it a daily. When he begins this publication he wili give up his position with the Jourusl of Commerce and devote all of his time to his own paper.
