12 THE SAN FRANCISCO CALL, SATURDAY, OCTOBER 9, 1897. _— IROQUOIS CLUB MEETS. An Interesting Address by Dr.Jd. H. S:allard. The members of the Iroquois Club lis- tened to a highly instructive lecture on “Municipal Government Under the Su- preme Control of a Large Municipal Coun- cil,”’ by Dr. J. H. Stallard last evening, The speaker first made a lengthy state- ment, bucked by a number of statistics, showing the corrupt condirion of the pres- ent city government. He then proceeded 10 detail a plan for the government by a municipal council unsusceptible to the lurine influences of the almighty dollar. This council must consist of not less than 200 good men, whos duty it will be to ap- point a Mayor, without veto power. for one year; io appoint twenty standing committees ot not less than ten members each, and to emnploy salaried officials to look after the administration of public affairs. . ‘ The council will only deliberate at its sessions, the salaried officer will act ac- cording to itsdeliberations, the committee will watch the officer and the council will watch the committee. This plan, he says, has been very successful in many large European cities, ang if adopted here will give us the best governed ciiy in the country. Belcher opened at 90c acd sold down 10 70 on the noon Informal session. Crown Polnt opened a: 78c and declined to 64c. Yellow Jacket deciiged to 74c. The other stocks were all weaker, Con. Cal. & Va. seiliig down to $1 45, Chollar to 8¢, Ophir to $1 05, and 50 on. There wes cousid- erable seiling on the noon session. The tendency in the afternocn was upward, as will be seen by the list of sales. The Potosi assessment falls delinquent in board to-day. »1n the Standard Consolidated mine at Bodle, for the week ending October 2, raise 2, incline vein, 114 level, showed 3 Inches good ore. South dritt, Black velo. 265 level. showed 15 inches low-grade ore. Raise 2, same vein and leve!, had 24 fuches fair ore in the top. Kaise 5, same vein and ievel, had 86 inches jow-grade ore. North driit, south part of 380 level, had improved a i:ile. Raise 1, same level, also showed improvement. Kaise i, Fortuna vein, 600 level, showed ¥ inches gooa ore. Winze 2, same vein and levei, had 6 inches good ore. 1he stopes were yie ding us follows: Good ore from Builion vein. low-grade ore from main Standard veln and fair 10 tow grade ore from Blacs vein on 245 level: fair to good ore from 318 leve , fair to good ore from 380 level, and good or from’Fortuna vein on the 600 level A reservoir is being excavated on the surface.
