THE SAN FRANCISCO CALL, MONDAY, UOCTOBER 4 1897. ROYAL WELGOME VEN T0 BOOTH The Volunteers of America Greet Their Commander Heartily. Metropolitan Temple Crowded to the Doors With His Friends. The History of the Organization Told by the Founder—A Very Good Programme Rendered. Ballington Booth, commander-in-chisf of the Volunteers of America, occupies a warm place in the hearts of his subjects, if the reception accorded him last night by the officers and saldiers of his army is any criterion. Metropolitan Temple was filled to the doors with the people who came to give him greeting and welcome him back to this city on the occasion of his first visit to this coast since his withdrawal from the Salvation Army and his accession to tbe command of the American branch. Breve:-Major Fred Gardner and wife of New York, I J. Truman and J. J. Valentine and officers of the California and Oregon Voluntesrs occupied seats on the stage, which had been tastefully dec- orated with American flag and the motto “God Is Love,” in gilt letters. When Mr. Booth made his appearance the andience waved him a welcome with bhandkerchiefs and fans. The exercises opened witha hymn, after which Brevet-Major Gardner offered rayer. There was 2 vocal solo by J. Wheaton Leonard, and Commander Bootu played on bis concertina with such good effect that he was obliged to repeat the performance. Chairman Truman spoke a few words of welcome to Commander Booth and then introduced John J. Valentine, whose pleasant duty it was to introduce the commander. Mr. Valentine paid a glow- ing tribute to the Volunteers of America, saying among other things that the best methods for assisting the unfortunate men and women were those pursued by them. Science and education do not provide against weakness of the will, but the Volunteers were extending helping hands to the weak and unfortunate. He pre- dicted that some day Ballington Booth would be canonized as a saint. He then introduced Commander Booth. There was renewed epplause when Mr. Booth’s 6 feet 315 inches of stature rose before the andience. In opening his ad- dress the commander said: 1 thank you cordially for the very warm re- ception to'my staff and myself on this occa- sion. I hope I may take it as a token of sym- patny 1or the Volunteers of America, as it is my first visit with them on this coast. I am glad 10 know that long before I set foot on California soil the people were in sym- pathy with Mrs. Booth ana myself in forming the Volunteers. They have oaly to be known 10 be appreciated. The speaker then paid a glowing tribute to his organization and dwelt for a time on his differences with the Salvation Army, giving his reasons for withdrawing irom ihat organization. “f will n utter one word against the Salva- tion Arny.” said Mr. Booth. “Where they do good 1 rejoice, We are engaged in doing a great Work, so that we cannot come down to enter into any petty strife or small grievances, and time is oo real a factor with those who seek the uplifting of the mistortune-ridden and down-trodden of cur populution to allow of division of heart or embittering of the spirit.” The commander then gave a short his- tory of the organization of which he is the head. In the seventeen months of its career its growth has been very remark- abdle. There are now eight regiments, with centers located in New York, Philadel- phia, Boston, Buffalo, Chicago, Grand Rapids, Minneapolis and San Francisco. These are subdivided into sixteen battal- ions and detachments. There are ninety- two siaff officers and more than 500 com- manding officers. Ten thousand people a vear are professing conversion. The prison branch has 1800 members. The Volunteers have their own paper which is published at the national! headquarters, and is known as_the Volunteers' Gazette. In conclusion Mr. Booth stated that he was an American by *principle, affection and adopiion,” and it was because he loved American 1nstitutions that he or- ganized the Volunteers of America. Mr. Booth will deliver an address to- night at the Temple. His subject will be “*Consecration for the Work.” NATIONAL GUARD NOTES The Medical Corps Will Have to Be Recommissioned and Assigned, Appointments and Changes in the First Regiment of Infantry, Target Practice. The one thing that is agitating the members of the National Guard at this time is the mat- ter of uniiorms, and the question is, Will they when delivered be of the standard calied for by the specificaiions? The specifications are those of the United States army, and ‘if these ere followed and garments turned over simi- lar to those delivered to Uncle Sam’s men there will not be any ground for complaint. There has been considerable comment about the atsence of Captain Jenks of Company A, First Cavairy, and the inability to serve papers on him in the matter of the cour.martial. There are friends of the absent captain who say he is not in hiding and is not seeking to avoid service of court-martial papers, but that he is in the southern part of the State attend- ing to the fulfillment of certain contractsand that if the authoritics are very anxious to find him they can do so without much trouble. This department has on several occasions called attention to the mixed up condition of the laws of this State governing the National Guard, the result of tne legislators wishing to please & number of individuals who introduce 2 military bill. At the last held session of the Legisiature there was passpd an amendment 10 section 1981 of the law governing the medical deparument which gave 10 eacn brig. adier general, with the consent of the com. mander-in-chief, the right 10 muster in and attach to his brigade a nospital and ambulance cOrps not to exseed twelve men for each regi: ment. Subsequently, without repealing thut section, there wes added a new section, No. 2009, which provides that *“‘the medical de. partment of the Natioual Guard of California is hereby organized into a sanitary corps which shall consist of one surgeon general with the rank of colonel, who shail be the ex- ecutive head of the corps, aud such number of commissioned oflicers, non-commissioned officers and privates as may be requirad to far- nish an efficient_service for the organized sirength of the National Guard.” Tae two ctions being in conflict, the Adjutant Gen- cral’s office at Sacramento was in gl)l'a doubt as 1o which section to follow and concluded 10 lay the matter before the Atltorney-General for his opinion. VISALIA, CAL., Oct. 1 —Company E of this city took part in the regular praciice shootat targets, us required by the new rules of the National Guard of California. A goodly num- ber of the members of the company shot boih promptly and well. Inthe absence ot Lie tenant Medley of Modesto, who is inspector of rifi: practice, Captain Ward tock cuarge. A carriage was run from the armory 10 the rifle range. This lest practice shoot differed from all previous ones, in that there were three tar- gets, placed at varying distances, at which each man was required to shoot. The first target was 200 ywurds distant. the second 300 yards and the third 500 yards. Each man was ailowed five shots ut each targe:. making it possible for him to score sevents-five poins.
