BERKELEY, CaL., Sept. 29.—The ex- eculive committee of the A sociated Stu- lents met this afiernoon and granted the Banjo and Mandolin ciubs permission 1o use the name of the University ot Cali- lornia. At the suggestion of the musical clubs it was decided hereafter to have a representative of the A~sociated Students on the executive committees of the musi- cal clubs. When he commenced to speak the lobby was dumfounded. For two months all kinds of | efforts nave been made to induce the | Board of Works to make changes in tne | of municipal departments, but has come of it, although on cer- tain occasio the Mayor has given enough encouragement to office-seckers to justify them in believing that if they couid secure another vote in the board of three members the changes would be ie. C Engineer Clement introduced a resolution this morning that precipitated tbe Mavor's ultimatum. The resolution was rather sweep:r it wanted the im- mediate decapitation *‘ior good and suffi- cient cause satistactory to this board” of Chief of Police Lloyd, Assistant Fire Chref Murdock, Superintendent of Streets Milier and his assistant, Mr. B xby, Whether or not the magnitude of Mr. Clement’s ambition astonished the Mayor or whether his Honor concluded that it was time to sit down positively on these ever-recurring resolutions is not known, but, taking a long breath, Mayor Thomas sa.d: “Now, there has been a fair shot at all those resolutions. Until very satisfactory reasons ar: presented for achange in the heads of the departments, I wantit un- derstood by this board, and more partic larly ty ward politicians, that there will be no change while I am Mayor of this city or whiie mine is the deciding vote. 1 bave been accused by ward politicians, and perhaps by members of this board, of lacking backbone. I want it understocd here and now, beyond the possibility of a doubt, that I have a litile backbone left. “I repeat that, unless good and suffi- cient reasonsou:side of poliiical reasons be presented, my vote shall always be *no’ on resolutions of this kind. Aslongas every- thing goes along smoothly thedepartment tieads need fear nothing from my vote. am decidedly tired of being called ‘wishy- waely,’ ond I want members of tnis board, ward politicians and the generai public to understand my position rignt now, once and for all time."” The office-seekers then filed out, Mr. Clement’s resolution, which was deleated by the votes of the Mayor and City Atior- ney Dow, was pusbed to one corner of the table and the board concluded its busi- ness. THE TAX RATE, City Trustees Discuss the Matter Long and Earnestly—No Definite Con- clusion Reached. ALAMEDA, CAL, Sept. 20.—The City . 1g:hy meeting last night and discussed the tax-levy maiter in all | its phases. The estimates of the various departments were gone over, and some !'slight reductions suggested, though in none of them was any .naterial cutting possible. The library Board will probably get about $1300 less than it asks, and the street department will have a small re- ducti But the fact is the entre city government is run on very eccnomical fines and very little reduction is possible. To add to tne difficulties of the situation is the fact that by the time the taxe: gin to come in in November there will be a Jeficit of about $10,000. and unless shall ve the same contingency next this must be provided for in the levy. B Christ Church Celebration, ALAMEDA, CaL., Sept. 29.—The quarter century anniversury of Christ Cuurch was approvriately celebratea last evenine. A male choir of fifty voices from St. Luke's and Cnrist Church rendered the musi while the Rev. Messrs. Spaulding, Law, Collier, Lacey and Rowe assisted. Dr. Spaulding preached the sermon and was jollowed by some remarks from Mission- ary Bishop Rowe of A aska. The services to-day cousisted of services at 6, 9:30 and 11 A. The mother remonstrated with him becsuse he was in no condition to adminisier punishment, and a few minutes | | 1ater shewas on the floorand her husband was beatng and choking her. The weman managed to ery “‘Murder!” acoupleof times, and her cry was heard by Clarrige, who resides exactly opposite the McMahon home at Eimhurst. Clar- rage crossed the road, ant when McMahon saw Lim be took a wun and deliberately aimed atthe deputy’s abdomen. Fearful wounds vere inflicted, aud for a long time | Clarrage's life was despaired of. but heis now comsfdered to be fairly recovered. At theconclusion of her story Mrs. Mc- Mahon ssked the court to show all the mercy posible to her husband, and her plea was supplemented by that of Mc- Mahon's attorney. Judge Ozden paused a few moments while he looked at the weeping woman, the littlechild and the father. He said 1t was very painful to him to have to passa sentence that would be as severe on the wife and child as on the prisoner, but he could not impose a lesssenterce thun five years in San Qnentin, Whnen he had spoken, Mrs. McMahon sobbed aloud, but her hustand appeared to be unmoved, | and left the courtroom without even go- | ing over and saving a word to his wife. | i An Escaped Leper Corraled. OAKLAND, CAL., Sept. 29.—Ah Lot, a leper confined in the cabin un the county infirmary property, escaped from the place Saturday and went to San Leandro. He sat on the curbstone, and when the people realized who he was he was not molested | by « ficer nor civilian. A messenger from | the county infirmary heard of the escape and, going to San Leandro, ordered the man to make his wday back, while ihe messenger scted as guard at a respectful distance. There are two lepers at the | infirmary, members of different Chinese societies. ‘They frequently guarrel, and at such tmes one of them is aiways likely to run off. Mrs. Goodby Joins in the Sait. OAKLAND," CaL, Sept. 29. —- john Goodby, Frank Silva and Johu F. Burris have filed suits against each other for dumages for false arrest and attempted extortion, and considerable life 15 adaed to the lingation by Mrs. Goodby, who is publishing statements about her ex-hus- band tha: are very damaging. J. J. Rauer of Sin Francisco also figures in the case as the possessor of a judgment against Burrs. None of the suits are yet set for trial. May Sue the Water Companiss. OAKLAND, CaL., Sept. 20.—The water question has tuken on anew phase, and there isa report that some citizens may try to declare the iranchises and plants forfeited on the ground that the statute bearing on the same has been broken. A suit was brought some time aco to declare the existing rates illegal, but nas not yet come to trial, and probably nothing fir- ther will be done till the suit now on file | is determined. Orders Issued for On« to Be Held on Thursday, October 14. ALAMEDA, Carn, Sept. 29.—Captain Simpson of Company G received orders from brigade headquarters to-day to call an election on Thursday eveniug, October 14, for the purpose of selecting a first lieutenant to fill the vacancy which has existed for some time. Major Wethern, now a staff officer on Major-General James’ staff, will resign that position in order to accept the first lieutenancy of Company G, and the membe:s of the com- pany are unanimous in asking him to do so. Second Lieutenant Shafer will resign his position to-morrow night, as he is going north to engage in a mining enter- prise for an indefinite period. An election will, therefore, have to be held soon in or- der to fill the vacancy whica his depart- ure will create. = AL AR THE STOCOK MARKET. An unusually pathetic ca-e of destitu- tion and death has been brought to the attention of the officers of the Children’s | Society. The family in question reside at | 124 San Carlos avenue. Several days ago William H. Smith, a | teamster, informed Secrelary Parnell that his wife was dying at the number indi- cated and that he was himeself too iil to pro- vide for her wantsas well as those of their three small children. Secretary Parnell investigated the case and found Mrs. | Smith at the point of death from consumption. He took the children, the eldest of which 18 7 years and the young- est 3 and: placed them in the Armitage Charch Orphanage. Mig. Smith died last Saturday and on the following day her bereaved husband, who is also afflicted with consumption, became seriously ill and yesterday was reported to be in a dying state.
