8 THE SA FRANCISCO CALL, MONDAY, SEPTEMBER 6 1897 NOTES FOR THE NATIONAL GUARD A Dissatisfied Captais Ex- presses Himself Openly About Camp Budd. Guardsmen Who Object to a Very Young Man on the Major-General’s Staff, The Camp of the First at Ukiah and the Battle of Silhouette Valley. Recently there has been dissatisfaction in the National Guard of the State that does not tend to make it & harmonicus body and draw young men to the ranks. and men, in vio'ation of the ethics govern militery men, have taken sabout matters and things connec'ed with the guard, and some of them have not gone be hind the bush to give vent to thelir opinions. Captsin William Bruce of B Corpany, Sixth that infantry, located at Stockton, has of late de- clarea that the camp of the Third Brigade at santa Cruz was a decided fai ure, tnat the men had a good time, but that while thatis one of the pleasurable parts of an encamp- ment, that is, haviog a good time, it is not that for which the money was appropriated, butto impart military action. He also cxpressed the opinion that there are too me; generals in the guard. His reflect! conduct of the camp at Sa te about the superior officers, it thought, may bring him before a court ma tial. 1t it does the captain may possibly ex- press himself more fully and give reasons for his conduct that may arouse the cu y of the people who pey for the meaintenance of the guard. One topic of discussion during the week has been uvon the visits of the major-general to the several encampments that have been held. The gist of tne discussion was: *The major-general and his staff came, he saw, he was tendered a review, and t good did that accomplish? Did he do anything at either camp for the advancement ot he guard? At one of the camps this youns major passed by a group of men who hsve grown gray in the service, and one of them asked, “Has it come 10 that, that we have to salute a mere boy?” An oficer who was standing by, remarked, “It is the uniform and the shoulder straps that you have to respect.” These men say that they have no objction 10 seeing young men advance, but in order to advance, they cer- tuinly ought to have experience that s requi- stte to fill stations to which they are advanced. It is asserted that in point of excellence, the camps held this year rank as follows: Santa Monics, Camp Budd, Camp Macdonald and Camp Shafter. The First ment. Colonel James F. Smith, commanding the First Regiment of Infantry, Second Brigade, speaking of Camp Macdouald at Ukiah, ex- pressed himself as exceedingly well pleased with the week's outing at the camp. He statea that the men had a new experience in the way of field practice, and that he was gratitied to note how well the men acquitted ihemselves in the performance of duties that were entirely new to them. One day tnere was patrol duty for miles from the eamp for H the purpose of securing information and mak- | ing maps of the country, “‘and,” said he, would be surprised to see the intelligent work they did.” Then there was a day to the duties of soldiers sent out as an advance cuard und a third day there was atteck and defense. All of these showed that the men quickly com- prehended what was demanded of them. -On the morning of Friday before tents were struck the regiment, which during tne time it was in camp had an average of 600 men, was divided into two forces, the Blues and the Browns,” said another military man who visited the camp for the purpose of watch- ing the regiment, “and they were started at half-past 8 o'clock, moyivg in difterent direc- tious for the purpose of muking the attack and defense, The Browns, under command of Major Charles Boxton, represented six com- pauies of infantry, a platoon of srtillery, a troop of cavalry and a detaii from the sanitary corps under command of Captain Farreli. M. Magill has been returned to Company A without loss of time. Sergeant P. Treanton, Company D, has been reduced to the ranks at his own request.
