THE SAN FRANCISCO CALL, MONDAY, AUGUST 23, 1897 NOTES FOR THE NATIONAL GUARD Value of the Presence of Regulars at a National Guard Camp. Talk of a Lyceum for the In- struction of Non-Commis- sioned Officers. Some Comments About ‘“‘Stuffers” Who Go to the Encampments of the State Soldiers. The brigade encampment at Santa Cruz is a thing of the past, but it is one that has been of benefit to the Sixth and Seventh regimeats of infantry and to the twe troops of cavalry, B ot Sacramento and C of Salinas, which were permitted to go into camp with the Third Brigade. The presence of Troop I, Captain Lockett, Fourth Cavalry, United States army, st the ganta Cruz camp, had 8 most beneficial effect upon the men of the National Guard, particu- larly the cavalry, which gained some very valuable information by observation of the manner in which a United States camp is conducted. It must be said to the creditof the cavairy of the National Guard that they made the best of their observations, and the advice given by the regulars as the result of the knowledge gained was made apparent &t their quarters and at drill and reviews. There was such & marked improvement in the ap pearance of the men and their soldierly bear- ing that they were complimented on all sides, and one who spoke well of them was Captain Lockett of Troop 1. The system of detailing Unitea States troops to the summer camps of the National Guard of a State is being enlarged upon each year. This yesr there were jointencampmentsin Rhode Island, Kentucky, Alabama, New Jer- sey, Michigan. Kansas, Vermont and Cali- fornis. The several branchesof the service from the United States army were sent out to camp with the National Guard in addiiion to the special inspectoss and the experience of past years show unmistakably that the joint encampments have resulted in a great deal of good 10 the citizen soldiery, for many of the men learn from observation of the regulars that of which thev have buta theoretical knowledge. The object lesson of regular army camp life and its routine creates an im- ression on the minds of the members of the Nationa! Guardsmen that is more lasting than =11 the verbal instructions their officers could give them in & year or more. The joint en- cempment at Santa Cruz was the on'y one in this State this year, but it is likely that in the future some branch of the regular army will be sent to each camp. The men who were at Santa Cruz are not plensed with the weather during the time were in camp. It was fogzy most all the ,and therefore unpleasant. The volley shooting by the companies was one in which the men took & great deal of interest and the records show that the shooting was not bad. The departure of the First Regiment of In- fantry for Camp Macdonald last Saturday leaves only of the National Guardsmen in San Francisco the Signal Corps of the Second Brigade, Troop A, First Cavalry, and the First and Second divisions of the naval militia. The men of the First Regiment as they left the regimental armory presented a fine ap- searan ce, the majosity of those in the ranks Feing bright.icoking, intelligent youns fok lows. All the companies in the assembly- room just prior to the departure, with the ex- ceplon of one, appeared in their service uni- form. as per regulations, the one exception being one company, the members of which all punched their hats up and then dented them aiter the fashion of the hats worn by the hoodlum element. The attention of one of the superior officers was called to the matter and within a few minutes every man had his hat asitshould be—the hat of & soldier. Themen who belong 1o the guard certainly want to gain the good opinion of the citizens when they are on duty, but they cannot gain it by appearing on parade in a manner that will not entitle them to respect. The wearing of hats in the manner described makes the wearers look tough, but it does not make them 1ook like soldiers. Now that Lieutensnt-Governor Jeter is at the head of the goverument, in the place of Governor Budd, who is absent on leave, and that the adjutant-general has returned from the south, it is likely that the demands, which for several months past have not been issued for want of signatures, wiil be signed and for- warded 1o the company commanders, During the week Lieutenant-Goverror Jeter and Governor Budd'sstaff will visit Camp Macdonald at Ukiah; so will Division Com- mander Major-General N, T. James and staff, and Colonel Fairbanks of the Fifth Infantry, who in the absence of Brigadier- General Warfie d Is, by virtue ot being the ranking colonel, in command, will, with Adjutant A. D. Smith, also visit the camp. Eaca of the officers will be tendered a review. When the camping days are over arrange- ments will be made for the next shoot of the Becond Brigade, under the new firing regula- tions. It i probable that the Presidio range will be secured for the purpose, but that is & matter that hasnot yet been fully determined. Some complaint was made some time since because men who have the leisure and belong 10 one regiment have gone into camp with another regiment, and such have been de- nominated as “‘stuffers.” There are officers of the National Guard who do not look upon such men as “stuffers.” In conyersation on this subject one of the officers said: I do not look upon such men as ‘stuffers.’ 1look upon them as substitutes. We have in all com- munities men who are happy in the knowl- edge that there is in the State a body of the National Gard to protect their property in case of need, and these men have in their em- ploy men who are members of the guard, but Wwhen the employes ask for permission (o go to camp these employers tell them, ‘If you want to g0 to camp you can, but tliere is no cer- tainty that your place will not be filied during your absence.’ Digressing I must say that that is not a very good spirit for a citizen to have. Well, in such a case the member of the company who is fortunate enough to have a situation feeis that be would like to have his company make as good a showing as possible and in order to make up for his absence he will ask some one of another regiment who is out of work to go as his_substitute. Certalnly such a man is not a stuffer. Ii he has already been iu camp during the year he acquiresa better knowledge of a soldier's duty by being in camp two weeks than by having been there but one week. “As Captain Carrington, U.S. A., inspector of the National Guard of this State, said: ‘A man in camp no sooner gets & cléar under- andiog of what is expected of him than comes the order to break up camp, and unless he has an opportunity to go to a second camp what he did learn in & veek will not be as veiuable as what he would learn in two, for it takes at least two weeks to thoroughly ap- preciate the auties of camp life.’ I believe that if we had more such stuffers at our camps it would be for the good of the guard.” There is some talk of establishing a lycenm for the non-commissioned officers in the First Regiment of Infantry, in which competent officers can teach them their duties and make be tter oldiers of themw. The resuit of such s Ivcenm, if it is esinbiished, will be to impsrt uniform instruction to the “non-coms,” and it would avoid & great deal of contusion.” This is particularly aesirable at this time, in view of the fact that the National Guard law has been tinkered S0 oiten of late that there ought to be one recognized head that will construe the different sections, and not allow the sections 1o be construed by every individual at will, ORICKET ON THE MATTING, Alameda Beats Iacific by a Narrow Margin—Peel Wins the Game. The Aiameda Club beat the Pacific for the third time this season by & very nar- TOW margin. Dickinson, the Pacific skipper, won the toss and elected to bat in the perfect light. The start was a poor one, as Musson and Sewell quickly fell to sharp catches in the short fiela, Dickinson tuen came in and made the first siand of the day with Meyers. After these two baismen were dismissed Harbour and Tiedemann were the only batsmen to give an account of themaelves. The little Pacific felder played really gooa cricker, while Harbour hit up the runs. The Pacific venture closed for 88 runs, a very small total, even when the state of the fielding ground was consid- ered. The Alamedas started batting shortly aiter the luncheon interval, Hogue, Bira and Morey all scoring, and it looked like an easy victory for Alameda. Hill's bowl- ing put a different complexion on the game, and until Peel and Heliman got to- gether it looked as if Pacific was to win. When a separation was effected the re- maining wickets rattied down, leaving Alameda victors by 13 runs. The match was exceedingly well attended and the day was a perfect one for the game.
