Applications Made for Service Medals. Changes and Promotions—Resig- nations Tendered. While it cannot be denied that the recent camp of the Fitth Regiment, Second Brigade of the National Guard of California, had & beneficiary eifect upon the men who were in camp—the rank and the file—siill it demon- strates that the time in camp is not long enough to-enable the men to become pro- ficfent in many maneuvers in which they have not had the necessary instructions, principally from want of room and oppor- tuiity to-execute such movements. In the e of the regiment named the companies took a day to reacli the camping grounds and 8:dsy to.return; then there was a Sunday that inte d and ther there was & day lost to esch company that was engaged in target practice, so that out of tne eight days that they were in ‘camp they had practically but four .days of instruction—sarely not long enough tolearn the routinue of camp iife. Still; it may be said that the hard work the men were called upon to perform in those four aavs had a beneficiary effect upon them. The officers of the Fifthiare of the opinion that there ought to be a camp at least once & year, snd in addition there ought to be practice marches once or twice a year, during which théy could - become proficient in outpost and edvance.maneuvers, There was some talk at Camp Shafter to the effect that there was not enough guard mount- ing'on an extended scale. Colonel Fairbanks, the ¢ommander of the regimient, is. exceedingly . well pleased with tne resuit, ana Captsin D. A. Smith, the adjutant of the regiment, said that it was the hardest worked camp which he ever attended, and he added that it was not a picnic for tne officers. There is no-doubt but that the men who go into camp are entitied tc some recreation, and no'one would deny them that, but when it goes beyond ‘reasonsble limits s halt shoula be celled by the officers in charge. It is re- ported that an_incident occurred during the camp at Santa Criiz that may-result in an in- vestigation if nothing more. Itis stated that & young mandrove out in & buggy with his mother :to- the camp. -and that he was ap- proached by some members of the regimeut, who, despite the protests of the mother, who declared that he was just recovering from an operation for appeéndicitis, pulled him' out of the buggy and tessed him in a blanket.
