Inspector Dockery and Vet- erinary O’Rourke in Charge of the Work, Dairymen Passively Submit, but There Are Rumors of a Fight in the Courts. The long-promised campaign of the Board of Health against tue dairymen to compel them to destroy tuberculous cattle began yesterday. Contrary to expecta- tions the beginning was without incident or excitement. The health officers ex- pected a vigorous opposition from the dairymen, and thus far have teen dis- appointed, although of course only the | preliminary has yet been carried. The first move is, of course, to try the tubercu'in test, and the dairy of George C. Smart, opposite the House of Corree- tion, was selected as a starting point Arwed with the power of the Board of Health, Milk Inspector Dockery put in bis appearance at Smart's place at 6 o'clock in the morning and declared his intention of testing the herd. Dockery had along with him Veterinary Surgeon O'Rourke, City Pnysician O’ Brien (acting in the capacity of City Health Officer), Meat Inspector Ben Davis and Depaty Inspectors Hanlon and Harrigan. 1t was an imposing attacking party, and the cattle took fright at it and threatened to stampede. Dairyman Smart did not exactly like his visitors. He protested against the action of the board at first; but Dockery was immovable and persistent. A spirited argument ensued, in which the honors were carried off by the milk inspector, and in the end Smart withdrew his objections with good grace. Dockery then lined up his ranks snd bade them make camp for a long siege, for, of course, a cow’s health cannot be diagnosed in less than a day, and, more- over, the veterinary and his assistants must remain close to their patient while the test is being conducted, to observe the changes of temperature, if there are any. There are 150 cattle in the Smart herd, and it will probably take two weeks to ascertain the condition of the whole number. During tnis time Dr. O’Rourke and his assistants will remain on the ranch. Toe first step will be to ascertain the normal temperatures of each beast. This work was begun yesterday morning and will take three day Tuberculin flma will then be injected. The test of the presence of the disease is an abormal in- crease in temperature. The cows that fall below the standard are to be slanghtered according to the Boara of Health, but it is said that when this point in the programme arrives the dairymen are likely to make vigorous objection snd Tesort 1o the courts. Dr. Williamson, president of the Boara of Health, said last night that he antici- pated no serious objection trom the cattle men. Those who refused to allow the test, he aeclared, would find that a quar- antine would be 1ssued against their mi'k coming into the Ci'y. The following notice was mailed to all dairymen in the County yesterday: Notice to dairymen aud others engaged in breeding, mainisining, buying and seiling cattle in the City and County of San Fran- cisco.—The Health Depariment of the City and County of San Francisco hereby gives notice of its intention 0 commence without delay & series of tuberculin tests for the purpose of de- termining to what extent tuberculosis is ex- istent in the dairy herds maintained in the City and County of Sen Francisco. Al persons are hereby warned 1ot to inter. fere in «ny manner whatever with the work of the officials of this depariment in the applica- tion of said tubercuiin tests. No tesis with tuberculin will be recognized in any manner whatever by the Health Department except- ing those made under authorization of the partment by auly accredited officers thereot. After the date of publication of this notice &ny person or persons other than regularly ac. credited officers of this departmentappiying or sitempting to 8pply to cattle in the City and County of San Francisco the tubereulin test shall be considered as interfering with the work of this department and will be subjected 10 arrest and prosecution. In all it is estimated it will take months to complete the work, as there are thou- sands of cattle in the southern portion of the County. PAST MASTERS' REUNION A Very Pleasant Outing on Angel Island in Celebration of St, John's Day. A Good Programme That Entertained the Members and Those Who Were Invited, The Past Masters’ Association of Cali- fornia, Free and Accepted Masons, cele- brated St. John’s day yesterday by a picnic at Angel Island through the cour- tesy of Captain O'Hara, the post com- mander, who permitted the association to bold its celebration on the eastern end of the island a little north of Point Blunt. There were about 150 gentlemen and 1. dies in the party, who were taken over to tke island on the sternwheel steamer Sonoms, and after half an hour's pleasant sail they were landed near the quarry, and from there they dispersed on the hills and in the pretty glades on the island, where they partook of lunch, after which they gathered around a dancing platform that had been specially erected by the associa. tion for the occasion, where the Third Artillery band, R. Reimniiz leader, fur- nished sweet music for those who during the afiernoon desired to dance. Commodore John J. Stofen, president of the association, made a short address of welcome in which he said that the asso- ciation welcomed the strangers who were vresent at the reunion, and hoped that they would have a pleasant outine. He also expressed the thanks of the associa- tion to the commander of the post for baving given it permission to land on the 1s'and, During the afternoon there was, in ad- dition 1o the dancing, an impromptu pro- gramme which afforded a great deal of entertainment as well as amusement. William 8. Moses told of Masonry in San Francisco in the very early days, and he also told of how Mrs, Mathiida Brydes described how'she had been initiated into Masonry, an amusine recitation. F. The committee of arrangements, com- posed of the officers of the association (John J. Stofen, president; Witiiam W. Moore, first vice-president; Lous F. Dupand, second vice-president; James Patterson, secretary; L. Schumacher, treasurer; Charles H. Bryan, master oi ceremonies, and Peter Barclay, oratcr) did alt they coula to make the occasion one of pleasure for the members and othors who accompanied them, and their efforts were crowned with success—in fact, it was tbe unanimous verdict of all wha have attended sach affairs in the past that the one of yesterday surpassed them all. There were other elements that helped to meke the uffair a success, These were a clear sky aud a balmy at- mosphere. During the afternoon the site where the visitors were enjoying themselves was visited by Captain O’Hara, Mrs. O"Hara, the Mi-ses O'Hara, Mrs. Humphries from the pos:, Second Lieutenunt Georze Le R. Dunan MAY EAVE 70 PAY ALL Collector Welburn May Be Called Upon to Make Good the Shortage. It Will Be Urged That He Was Guilty of Contributory Neg- ligence. The newest and most disagreesble fea- ture of the defalcation and suicide of | taken. Isaac Norton, stamp clerk and cashier for _Collector of Internal Revenue Welburn, s the suggestion made yesterday by a Government official that Collector Wel- burn may have to pay to the Government the whole amount of the $40,000 or $50,000 shortage of the dead coshier. Norton's bonds were for §20.000, furnished by a se- curity trust company. There isa clause in the bonds given by such comyanies that they are not to be held liab e where contributory negligence on the part of the employer can be shown. The neglect of tre Tollector to count the stamps in possession of the cashier at the end of each day’'s business will be cited by the trust company as proof of contributory negligence on the part of the Collector. It will be urged that it was nis duty to see that the number of stamps sold corresponded with the cash turned in every day by the cashier. It is urged further taat if the Collector or his deputy, Mr. Loupe, had dove this it would have been impossible for Nerton or any one else to have embezz ed a dollar. With regard to the assertion that a treasury agent had examined the books from time 10 time and had reported them correct, it is said that the Treasury agent did not count the stamps, because he had no authority to do so, as the stamps were in the exclusive possession of the Col- Jector and no one else had a right to han- dle tnem. Coliector Welburn was at work vester- day and late into the night on some of ths stamp books from the country in or- der to ascertain the full extent of the shortage. It will be several days yet be- fore the exact amount of the shortage will be ascertained.
