Two Hundred Representative Grangers Have Been Re- quested to Attend. Text of the Law Passed b7 the Last Legislature Directing th: Board to Establish the Market. To-morrow the State Harbor Commis- sioners will confer with farmers and fruit-growers on the subject of establish- ing a free market on the water front in accordance with an act passed by the last Legislature. A preliminary conference was held last Wednesd: but the inter- ested producers bad not been advised of the meeting; hence another meeting was appointed. Following is & copy of a communication recently sent to 200 representative farmers: The matter of establishing a free market on the water front in 8an Franecisco was taken up by the Board of State Harbor Commissioners May 18 and the subj-ct laid over until Thurs- day, May 27, at 2.3, at the rooms of the ‘board, 10 Market streer, Itis desirabie to have representative farm- ers present st that meeting to express their view: as to the best plans for carrying out the law as passed by the last Legislature for estab- lishing and mainiaining a free market. Itseems necessary that producers should take an interest in this matier at once, and it is hoped that you will be present, that some initintive wovement at least will be inaugu- rated before it is 100 late 1o secure the benefit contemplated in the late actof the Legisiature. In response to the request of many farmers the text of the law as follows is again published: An ect to authorize the State Board of Harbor Commssioners to establish and maintain | s free public market upon the water front | of San Francisco, and pioviaing for the ex- penses and regulations thereof. {Avproved March 29, 1897.] The peopie of ihe State of Caliloruia, repre- sented in Senate snd Assembly, do enact &s follows Section 1. The Board of State Harbor Com- missioners shall sct apart upon some con- venieut portion of the water front of Sun | Francisco a sufficient number of -docks and | piers, which must be contiguous toeach other, | for the reception of all perishabfe products | arriving by rail, boat or ocher convesauce, 1n- cludiug fruit, vegetables, eggs, pouliry, game, | dairy products and fish, comiug into San Francisco, and shail permit the sale of such products ‘thereon, by or for accountof pro- ducers only, undsr such regulations as may be prescribed by the said Harbor Commissioiers and as the public convenience may require. Sec. 2. The docks and piers so set apart for & free public markctshall be gs convenient s possible to that portion of tie Ciiy and County of San Francisco in which the principal whole- sale irade in perishable products is now car- ried on, and must te sosituated as to be ac- cessible to all water crait ordinarily employed in carrying such products upon *he waters ot San Francisco Bay, and vessels s0 loacded shall have the preference in docking at said wharves over others not so engaged. Sec. 3. Docxing room at said piers shall be essigied without partiality to ali vessels en- gaged in the transportation of such produets, | and the space assigned shall pe sufficient to permit such vesseis regulariy ru Touto to receive and discharge their entire carzoes of such products at such p.ers if they 80 desire. The Harbor Commissioners snall construct car tracks to connect the docks and | 80 set apart for the free public market the belt railroad. For the use of these tracks the State Harbor Commissioners shall prescribe such regulations as pablic con- venience may require end fix the compensa- tion to be paid by the companies making use of them for this purpose. Sec. 4. The Harbor Commissioners must con- struct suitable tramways and tracks or other devices for the rapid conveyauce of perishnble products from car or boat or other convey- mnce to the stalls in the free market and operate the same. Sec. 5. The Harbor Commissioners shall as- ign space within the free market to_ail the producers of perfshabie products under such regulations as the Harbor Commissioners may prescribe. No rental shall be charged for space in the free msrket. Any violation of this act or of the regulations made pursuant thereof shall exclude the person or firm guilty of such violation :rom the privilege of selling in the free market during the pleasure of the Harbor Commissioners not exceeding oe year in addiion to any other penalty whica may be incurred thereby. Sec. 6. For the payment of the expenses of such free market the Harbor Commissioners mey, in their judgment, so adjust ihe tolls as to provide the necessary revenue. Sec. 7. The officers of said free market shall be & superintendent snd assistant supe-in- tendent (who shallalso be secretary), and such other employes as the State Board of Harvor Commissioners may appoint. The salary of all emploses of said free market shall be fixed by the State Board of Harbor Commissioners. Sec. 8. Ali officers and employes of any pub- | lic market on the State property are officers and employes of the State, und shail qualify in the same manner as other employes, and give bonds as the Harbor Commissioners may prescribe.
