A Crop of High-Hat Ordinances Ma- turing—Funds for the Balboa Eoulevard. Supervisor Smith has found a way to provide the City with a zoological garden that avoids the difficulty that has hereto- fore presented itseii—the City's inability to purchase real estate. He presented the following resolution yesterd: WHEREAS, It has been made plain to the Board of Supervisors during the past thirty days through the medium of the press, public meetings and personal interviews with citizens that a large percentage of our people favor the early establishment of & zoological arden or park in the neighborhood of the ffiksion, and that it 1s the duty of this bosrd vorably recognize this sentiment in a r that wili hermonize With our party pledges and the powers vested in this bods; and whereas, the Supreme Court has neld in | Von Schmid? vs. Wiaber (105 Cal., p. 151) that the Board of Supervisors of the City and County of San Francisco has no authority un- der the consolidation act to_purchase Teal estate, and in Smith vs. Brodetick (107 Cal, p. 644) that each year's income and revenue must pay each years indebt- and lLmbility, aud that no edness and liability incurred in any one year shall be paid out of the income o rev- enue of any tuture year; and whereas, at the late session of the Legislature an act was passed conferring power on the Board of Sup- ervisors to levy & special tax for a new Cily and County Hospitai; and whereas, In view of the public sentiment iu favor of & park, the lack of power to purchase land without legis- lative or charter authority, our party pledges 10 the peopie to conduct the government with- in tne $1 limit, and special authority from the Legislature having been conferred 1o raise 0,000 for a new hospital, be it Resolved, That asite be selected for the new hospital_on that portion of the Almshouse tract adjoining the new Affiliated College buildings, thereby making it available 10 the students for clinical purposes. That the four blocks now occuvied by the City and County Hospital in the southern portion of the Mi sion be converted into & zoological garden. That we favor petitioning the next Legislature for power to purchase land for an additional park in the northern end of the Mission for drive purposes. The matter was referred to the commit- tee of tne whole. The board is threatened with a full crop of high-hat ordinances. Supervisors Emith and Clinton both admitted yes- terday, when a revised Rotianzi effort in that 1in had measures in course of and would present them soon. Supervisor Rottanzi’s latest ordinance was passed to print by a vole of 8 to 4, but Bapervisor Smith dashed the autnor’s hopes by changing his vote and giving notice that he wou!d move for a reconsid- erazion at the next meeting. This bars the prograss of the ordinance until the re- sult of the reconsideration is known. The board was pledged, by resolution of Supervisor Delaney, (o provide and pay out of the general fund from the urgent necessity appropriation for the next fiscal year the sum of $300 to deiray part of the cost constructing Baiboa avenue. The Auditor was authorized, by resolu- tion, to consolidate the appropriations for Jails 2 and 3 and the tund for the subsist- ence of prisoners, in order 10 meet the de- ticiency in the funds of Jai! BSupervisor Devaney, chairman of the Btreet Committee, troducea a resolu- tion, that was adopted, requesting the chief engineer of the Kire Departmentand the superintendent of the Fire Alarm and Police Telegraph to investigaie and re- port to the board the names of persons and corporations who have electric poles with wires suspended, 20 ghut the board will be able to ascertain whether such privileges are legally enjoyed. Bupervisor Clinton introduced a resolu- tion providing that in_its next annual statement tne Spring Valley Company shall give the names of all of its ratepay- ers, alphabetically arranged, with the amount paid by each. Supervisor Devaney’s resolution, calling upon the Superintendent of Streets to jurnish a siatement of the streets or por- tions of streets upon which are laid street railroad tracks, and which have not been required for the operation of the lines dur- Ang the past six months, was adopted. The resolution of Supervisor Britt, pro- viding for the placing of thirty-two new bydrants, was reported back from the Fire Department Committee with a de- duction from thirty-two to sixteen. Su- pervisor Smith wanted to postpone the placing of any hydrants until the condi- tion of the public funds warrants such a tion, and asked that the matter be laia over. Chief Sullivan Asked to Report Whether or Not It Is Observ-d et Present. Mayor Phelan has taken alarm at the re- cent holocaust in Paris and will try to see that all danger of such a catastrophe here is obviated by having the fire ordinance properly enforced.
