12 THE SAN FRANCISCO CALL, SATURDAY, APRIL 10, 1897. WO TIN FONG A BIG GON Oxford Sends a Graduate as Chinese Min- ister. Learned in the Law and of Many Rare Accom- plishments. King Owyang's Successor Reccently a Polic: Magistrate in Honzkong. The arrival of the Oriental and Occi- dental stearuship Gaelic, which is due to- day, will be an interesting event to the Chinese of this City, for on board is Woo Tin Fong, the newly appointed Chinese Minister to ths United States, Spain, Cuba and Peru, with headquarters in ‘Washington, D. C. Minister Fong is a gentleman of high standing. He is a graduate of Oxford and a lawyer and speaks English perfectly and will appoint from his retinue of sixty persons the Consuls-General for tue coun- tries in his jurisdiction. The Minister is a ripe scholar and speaks English to perfection. He formerly held the position of Director of Government Railways at Tientsin. Itisexpected that his knowledge of the English system of jurisprudence, bis wide learning and his Ligh standing at home and abroad will be be used to inaugurate many reforms and abate many eviis which now prevail among the Chinese population, especially in California. Itis hoped and expected that he will take vigorous steps to stop the illicit importation of women and opium into this country. Among the retinue is Ho Kai, who is said 10 be slated for the Co I-Genera!- ship at this port, now helda by Fung Yuong Heng. Mr. Kai is aiso a notable mar, being a graduate in medicine, law and Christian theology, and recently occupied the office of Police Magistrate in the British colony of Hongkong. Vice-Consul King Owyang of this City sa1d 10 & CALL reporter yesterday that Mr. Kai's Christianity wasno bar to his ad- vancement in positions of trust and honor in the Cbinese Government, the civil service of that country being non-te 1arian, The Vice-Consul had not yet been in- formed of the name of his successor. Chinese Ministers and those appointed by them to Consul-Generalsnips, etc., hold office for three years, at the end of which time a clean sweep is made, All these lrpoinlmenls are subject to the approval of the Emperor of Chins, and he seldom withholds his approval from any appoint- ment.
