The Labor of Collecting Small Sums Is Out of All Pioporiion to the Amouat. Aurelius E. Buckingham, H. N. Hanne- mann and H. W. Westpha!, composing 1he committee of the Grand Jury on the Tax Collector's office, filed a report with tbe jury yesterday that presentsa striking picture of the workings of the new law re- quiring the collection of personal prop- erty taxes on demand by the Assessor. The law has been represented as clumsy and cumbersome In its operations, but to this criticism the committee gives figures showing tbat it fails entirely of its aim to gather in more money than did the pre- “vious law; that, instead, it is very expen- sive and causes loss rather than gain. The report is as follows: SAN FRANCISCO, Cal., March 27, 1897. To the Homorcble Grand Jury of the City and County of San Francisco: In_relation 1o eliu- QuENt personal property taxes it appears irom tion that <he number of delinguents ud iocluding the fiscal year 1594-95 averages avout 18,500; that in the year 1895-96 the number of the delinquents was appurently reduced to 14,250. This reduc- tion is in_reality not a real one for the reason that in the spring of 1895 the Assessor of the City and County of San Francisco proceeded ~te collect taxes under the revenue law passed by the Legisiature of this State early in the spring of that year; that that law required 1he Afscasor to oliect the taxes upon ail per- soual properly where, in his opinion, the owner of said personal property did not own sufficient real estate to guarantes the pay- ment of the taxes. ; Thislaw aiso ;mposed a personal liability upon the Assessor in_case he failed to collect such taxes. Asa resulta greatmany Corpora- tions which hiad been carried on the roll year after year,and which bad long ceased to do any business and had really gone out of exist- ence, were omitted: from the roll of 1895-96 snd which appeared on ail former rolls. The Assessor furiher omitted a number of persons who might be called chronic delinquents— that is, persons who have been assesscd year siter year and had refusd 1o pay their taxes. 'This, logether with the fact thai the As-essor made very {ew arbitrary assessments, wccounts for the apperent decrease in the number of de- linguents. We wish to call your attention to the siate of affairs which is likely to exist in the com- ing year. The rate on personel properiy taxes for ‘this last fiscal year, to wit: 1896.97, was about 1.40 on & huadred, while the raté for the succeeding year is reasonably certain 145 In 189597 there were, an round numbers, 31,000 taxpayers in Sai Francisco, whose iaxes were coilecied by th Assessor. 'If the same number is collcoted from for the fiscal year 1897-98 each of these 31,000 peope will be required to go to sthe City Hall and pay the difference in the Tate, i. e, about 5 cents on each $100 of valu- atlon. In the fiscal year 1895.96—the first year in which this law was put iu force—about 8500 people became delinquent for the differ- ence caused by the change in rate from one year to the other. 1f in 1897-98 the same ratio would continue ink that it will be larger), each person paying on a besis of $100 in valustion would become delinquent— say for 5 cens.. Five per-centof that must be udded at the Iatter part of November as & pen- _alty, and 15 per cent of the same 5 cents must be added as & penalty in the laiter part of April. In June. this balance still remaicing unpaid, it must by law be advertised, at & charge of 15 cents to each delinquent. The law requires, further than this, that postal . cards must bs sent 1o each taxpayer, notify- ing him of the smount which isdue from him because of the change in tlie rate irom which they have paid and which has been fixed, - These postal cards must be sent out by the Tax Coliector some time along about the first of November. 1f the taxes are not paid ihe Tax Collector must, about the first of June, send out another postal'card notifying them of the de- linquency and that the same must be paid. ‘The cost of postal cards on a 5-cent delin- 3\1!?‘67 is of itself,including printing, about 235 cents. This, of course, does not include the clerical labor necessary to write out and send these postals. It will thus be seen that a person paying “ 'upon a basis of $100 would become delinquent. for 5 cents, to which a_penalty of 20 per cent, 10 wit, 1 cent, is added. This, when adve; tised, {ncurs an‘additional expenie of 50 cents, making the charge upon & person who tries to ay his taxes 51 cents in_order to pay 5 cents. B this tax is paid Just prior to. its advertin ment, the City wilactually lose four or five “times the amount of the tax in the cost of carrying said amount on the books aud of notifying the person of his delinquency. In 1894-95 aimost nalf of the persons delin- quent were assessed for an amount under $100. According to the statements of the Auditor 1t costs the City and County forty thousand ($40,000) doliars more to collect its taxes under the present system than it did prior to the enactment of the revenue law in 1895, while the results are not in reality as good. The amount of personal property taxes paid County of San Francisco is 45 per cent larger than the amount paid in ail the other counties of the Btate. The Assessors in other counties than Francisco reiain, as compensation for king such coilections, 6 per cent, and the amount that would be due (0 the Assessor of .this City and County upon said basis would be .
