12 THE SAN FRANCISCO CALL, FRIDAY, APRIL 2., 1897 - = VWAY OPEN FOR A NEW CHARTER Governor Budd's- Appmva'l' of the Bill Relating to Elections: The Expense of Registering and Rec iving the Vote May Be Greatly D.minished. - Advocates of a Charter Insist That Agitation Should Now ‘Bogin.: Text of th: New Law’ Among the bills recently spproved by Governor Budd'is Assembliy: bill 983, “An st in Telation to Boards of Freéholders and proposed charters.” The measure ‘was indorsed by .the Merchasnts’ Associa-- tion of San_ Francisco,.and under its pro- visions a “Board of -¥reeholders may be elected and a vote taken upon'a proposed charter with slight expense {o the public. The way isnow. open for the people of San Francisco to begin at once the work of pr-paring a néw charter. Speaking on this. tobic -yesterday Mr. Dohrmann said: ‘Yes, this is the bill which secured the sanction of the Mer- chants’ Association.” Itis proner:now to begin the agitation for a mew- charter. TUnder this act the cost.of registering .and receiving the vote is very slight compared with tbe cost of holding a general elec- tion. 1 am not, however, in favor of haste in the framing of a charter. It| would be advisable; I think, to submit the whole subject to & committée of: 100"to determine the cardinal principles of the instrument. Good -citizens .wiffer, widely on'one question, and that relates to the centralizatiou of great power in the hands of the Mayor. Time.should be taken to discuss the charter deliberateiy and as- certain as near as possible what the peo- ple most desire in the way of changes irom the present system. 1 fancy the way is open to submit alternative propo- sitions 10 a vote. -The agitation fora new charter should -begin wow, and I sée no reason why a charter should not be framed and submitted to the peopie within one year from this time.” : 1. J. Truman expressed the opinion that steps should be at onoe taken to secure a new charter for. San Francisco. "This new law,’” gaid Mr. Truman, “‘greatly re- duces.the expense of registering votes and holdaing eleciions. The first step neces- sary is for the Board of Supervisors to cnl{lor the election of Freehoiders. Now is the time to act, while the subject is fresn in the minds of the people. Many of the provisions of the charter submitted at the last general election are still ais- tinctly remembered. Every one who has given the subject any . study whatever verceives that the City stands in need of a plain and simple governing-act, and under this law a charter may be submitred on its merits, independent of the conflicting influenice of a general election.” Following is the text of the bill which the Governor approved day beiore yes- terday: An act in relation ta elections held under the suthority of section 8 of Article X1 of the coustitution, to elect boards of frechoiders or 10 vote upon proposed chatters or -upon amendments 10 existing charters, The people of the State of California, represented in Sen-: ate and Assembly, do enact as follows: Section 1. Extept 4n the particulars other- wise provided for in the constitution, ail eiec- tfons heid under the authority of section 8 of Article X1 of the constituiion, 1o élect boards of fre:holders or to vute upon’ proposed char- ters or upon amendments to existiug charters, shall be. conducted: under the provisions ol this act. Eec. 2. 1t shall be the duty of boards of mu- micipalities charged wiih. the conduct and ear- rying on of eiections 10 disirict and sabdivide the municipalities into specisl election pre- cinets for the holding of eiections mentioned in section 1 of this act,and to change and alter such precincts end to redistrict the mu- nicipality 1or such -elections as ofien as occa- son mry require. In establishing such special election precincts suld bos shall consolidate the precincts which existed for the hoiding of the last preceding genéeral e.eclion (0 & num- ber not exceeding six for each special election precinct, and shall number the: speciel elec- tion precincts so established consecutively, and each precinct so. establisned shail be known as “Special election precinct No.—. Sec. 4. Ali perzous shall be entitled ‘to vote &t the elections mentioned in section 1 who come within the ferms or comply with the re. quirements of thisact. 5 Sec. 5. All other persons claiming to be gn- titled to vote at any of the elections provided for in this act, must be registered upon the greas register 0f the county, or city and County, within which such municipality is situated, as an elector of and within one of the precincts which com pose the special elec- tion p-ecinct wherein be claims 10 1e entitled. 10 vote.
