Trip by Boat and Buggy to Bedrock Dam and Return by Rail. Chief Engineer Schussler Explains How Alameda . Creek Solv:s the Problem. Of the Supervisors only Dr. Dodge missed the boat at Folsom-street wharf vesterday morning bound for Dumbarton Point—the party going to Niles to inspect the Spring Valley Water Company’s supply and plant at that place. Mayor Phelan aiso was not on board. The boat was the tug Vigilant, and the party, when she ran away from the wharf at$:30, num- bered twenty-four. There was Chief En- gineer Schussler and three or four assist- ants, the Supervisors and their sergeant- at-arms, three or four guests and .newspa- permen. % The run down the bay was very pleasant as the morning was perfect and rapid time was made, the thirty miles to Dum- barton being covered inan hour and fifty minutes. At Dumbarton Point the bay is less tbhan a mile wide and bere the crossing is made by the company with their submarine pipes. Mr. Schussler ex- plained the system to the Supervisors, how the 36-pipe ihat comes down from Niles is divided, before the plunge into the bay is taken, into two 16-inch pipes, how provision is made here for preventing re- fuse of any character from passing into the submarine pives and bow by dividing the pipes, that is by baving two instead of one for the lonz stretch under the bay, one may be shut off and the straining ap- poratns cleaned without interrupting tue flow toward San Francisco. < The inspection here being concluded the parly walked on to Jarus Slough over the wooden footpath above the big pipe, which is here suspended above the swamp. At the slough—where the pipe again drops under water—the party was ferried to the other side, and there found a variety of open two-horse rigs swaitirg them. In these they were driven through Newark to the Alameda Creek near that point, and thence to Centervillo and uregory's Hotel. Here the long procession rounded up and took dinner and rested for au bour. Then the ride was resumed to Niles, where a special engine and car stood in readiness to cairy the party up the canyon toa point as near the com- pany’s cam as possible. A walk of half a mile single file over the stone aqueduct brought the party to Bedrock Dam, where the water of the creck is diveried through the aqueduct and pipes to Beimont pumps. Standing here Mr. Schussier explained how the watersheds of this mountainous district_would, by more dams and proper husbanding, afiord an increasing supp'y of water and particularly solve the water question for San Francisco. With greater demands new pipes would have to be laid and with them other submarine pipes. The present pipes having crossed the bay to Ravenswood follow the public roa neariy all the way to the pumping station at ‘Belmont, and new pipes would proba- bly follow the same course. The party returned to the car and were carried speedily to t e Oakland Mole, and all declared having spent a day of profi able inspection of one branch of the big and complicated water plant. OARPENTERS' DISTRICT COUNCIL A Long, Loud Protest Over Police Offi- cers Dolng Craftsmen’s Work. Tliere was a large attendance at the meeting of the District Council of Carpen- ters and Joiners at 102 O'Farrell street last evening. The principal business discussed was that of the members ot the Police De- partment working as carpenters, plumb- ers, painters, etc. The arguments were the same as those heretofore advanced that patrolmen should not be required to perform such services while they are receiving pay at $100 per montb to patrol the streets and protect citizens and proverty. Every po- floemln thus emploved keeps one or more men who follow these trades for a living from earning his daily bread. For the majority of carpenters in this City times are hard at best and there are many more workingmen than there are positions. The vosition of the Chief of Police is that the work now being performed by patrolmen must be done, and that the Treason policemen are made to do carpes tering and tinkering generally is beonuse the Supervisors have not provided any money for the payment of regular crafts- men. The Supervisors plead that the-e is not enough money to go around, and, as usual. the workingman is made to suffer. An effort will be made by the committee of the District Council to secure another hearing before the Supervisors and see 1 something can be done to have regular carpentqrs employed for Uity work ana tha polick sent back to their Leats. During the coming week an able speaker from the carpenters’ ranks will be sent to Ban Jose wita a view cf arousing a little more life among the unions of the Garden City ana the Santa Clara Valley. -———— MILL VALLEY SANITARIUM. An Institution on New Lines to Be Founded for Convalescent; Beveral of the prominent physicians of ‘this City have come together and formed a body, which will soon be incorporated under the title of the “Mill Valley Sani- tarivom Company,” organized for the pur- pose of instituting & sanitarium for the convalescent in Mill Valiey. - The need of such an institution, these practitioners claim, has been long feit. ‘fney have been in the babitof sending such of their patients as could afford it to one of the private hospitals in the out- skirts of Ban Francisco, but believe, and s0 state, that a sanitariom is much needed where watients can s:cure the ad- vantages of the pure country air and all the exhilarating influence that accrue from living as near ntpnniblu_(o nature. For the purpose of a sanitarium the hotel at Mill Valley, s building of forty rooms, has been leased, and ali arrange- ments in this respect were completed about two months ago. The idea 1s to make it as near as possible lixe a German resort, and it is estimated that to do so will cost those interested from $50,000 to $60,000. In connection with the sanitarium use will be made of the mud springs in the vicinity, of known efficacy in certain dis. eases. They contain, it has been deter- mined by chemical analysis, silica, mag- nesia and other elements of a hygienic quality. % Among those mentioneda as Interested in the sanitarium are: Ur. Charles A. Clinton, Dr. Joseph R. Davidson, Dr. von Hoffman and E. Steele of Miil Valley. Each member hLas 200 shares.
