Welfare of Enlisted Men Promoted by the Revised Army Regulations Just Received. Troop I, Fourth Cavalry, Captain James Lockett, arrived at the Presidio Saturday last and went into permanent quarters for the winter. This troop has been on duty since early last summer in protecting Gov- ernment forests against fires and shecp- herders. At the Presidio last Thursday evening the new feature of honoring the flag. as prescribed by the revised Army Begula- tions, was sduced. When ‘‘retrest” was sounded tle band assembled on the parade-ground and the various companies stationed at the garrison formed in front of their respective gquarters. It is understood that this change is one suggested by the Assistant Secretary of War and one that has already met with universal favor wherever the flag has been seen. MARE ISLAND, CAr., Nov. 30.—The fortbcoming annual report >f the Secre- tary of the Navy contains, among other important matter, a recommendation that two sailing ships be constructed for the use of cadets—and also, presumably, of the apprentices of the navy. The cre- tary’s declaration that the “the qualities which make fine seamen can better be acquired by cadets in handling vesseis of the old type than those of the modern ships with modern machinery,” opens up 2 broad subject which demands the thoughtful consideration of the American people—if, indeed, the people have any- thing to de or say concerning National affairs. As the newly commissioned cadet may be considered the dressed lumber of which officers are constructed, so the naval ap- prentice may be regarded as the rough timber of which sailors are made. The yuestion as to what sort, either of officer or sailor, is to be turned out by the train- ing acquired on modern ships fitted with modern machinery is one which must already have occasioned considerable cogi- tation among naval officers of advanced rank and correspondingly wide experience.
