10 T HE SAN FRANCIS -\M_“ ,4 CO CALL, MONDA’ REVIEW OF REAL ESTATE Inducements to Buy and Im- Prove Property in This City. TRANSACTIONS OF THE WEEK. Bullding Operations Continue Lively 4 in All Parts of San Fran- cisco. The real estate market for the past week has been quiet, bnt an early revival and continued activity are certain. There are few if v other large cities in the Union offering the same inducements to acquire property and build a home as San Francisco. The reasons are apparent one who eonsiders the advantages enjoyed in this City.. In the first place, the reason why ground is cheap in San Framcisco is that there isno false inflation of values, due to the iact that there is much desirable proper! convenient for home ad- ditional reason that a period of financial depression has j been gone through. Ho: capital is always ready for any one who wishes to improve a certain section, it be within the City limits, in a district | which has some promise of improving. | The disadvantages that are to be met with | in the East are not known in this City. | Here one buys property by the front foot, while there real estate is sold by the square joot at from $5 to a foct. We isman, alterations on s two-story building on the SE corner of Filbert and Jasper streets; $2429. BUILDING NOTES. The improvement in the Safe Deposit building at the southeast corner of Mont- gomery and California streets shows that this is'a period of architectural transition. With two additional stories the building will present an imposing front, while the polished oak and Tennessee marble panels with tiling and steps of California Inyo marble, will show a grand interior. The. entrance will be bold, and notable among its features will be two Sprague screw electric elevators. The alterations will be completed by the middle of October. Contracts will be let this week by Reid Bros., architects, for the construction of a two-story brick and terra cotta building for Claus Spreckels. Its location will be on the property on the north line of Market street opposite Fifth, and extending through to Eddy. While it will be an at- tractive building, costing in the neighbor- hood of $20,000, it is said to be only 2 temporary improvement that will in due time give place to a colossal structure. Changes are being made in the interior of the building at 636 Market street, op&g- te the Palace Hotel, at a cost of $4000. inciuding sidewalk, elevator and cement basement, prior to its occupancy on the th of July by A. Quade & Co. From July 1to 8, plans will be figured in the office of the Fire Commissioners at the City Hall for the crection of five new engine-houses after designs by Architect Wilson. o g On July 16, proposals will be received for steel, granite, cement, corrugated iron and terra cotta in the rotunda and adjoining rooms of the City Hall and also for shelv- ing in the law library ecretary Bonte has invited I\I"OVDQSa]S’Ol' painting the State University buildings. “or the purpose of erecting a new build- in, on Turn Verein has applied to the Superior Court for permission 10 e its Eighteenth-street property. May Be Forced to Do Their Share of Mil- itary Work. 1t begins to look as if, under the new dis- | pensation, women would have to bear their share of the duties of the state. ernment of France is beginning to think The Gov- this way, at any rate, and a suggestion has been made in the Chamber of Deputies, by | one of the members who professes to be a champion of the rights of the fair sex, that the conscript laws should be made to | apply in a measure to the female residents of France as well as to the males. So far it is not proposed to put women actually in the field, though modern Amazons may be seen later on, but todraft them in the same manner as are the men, that they may do hospital duty, saysthe New York Worla. From the point of view of the army, this would be of immense benefit to France, as it would really make available for actual military service a very large number of men who are now employed in just that sort of work, and are, therefore, not avail- able for fighting purposes. The project, as outlined by its originator among the Depu- ties, is that every woman thrmnlgbont France shall register at the local Mairie, like any male recruit, and be compelled to draw lots. Draiting shall then go on among the women precisely as it is carried on now | among males. ‘Those each year that draw the unlucky numbers shali be put through tne courses of instruction, after the strength of each is carefully determined by examination. The ones that have the most powerful physiques shall be put into the hospital service, while those that are not so_strong will be utilized in the mili- tary postoffices and telegraph stations of the re;k)‘nblhc. i As the law will be no respecter of clas or position in society, the plan b;?ng to‘%:‘- ‘clude absolutely every woman within the boundaries of France, it follows that so- ciety women, heiresses and descendants of old families are quite as liable to be drafted and pressed into service as the women of Jegser social ranking. Still another objection that has bc_eg raised—this on the part of scientists, an these gentlemen have made their opinions to have a great weight in France—is that & wholesale adoption of the idea of feminine conscription will have the effect of prevent- ing many women from enteringinto astate of matrimony. This, naturally, would tend to decrease the birth-rate. Now the birth rate in for some years slowly and Sink ing, and the population of the country is in the same measure decreasing. Ger- many, mgreover, to the disgust of all France, has the high?si_ birth rate of any country in Continental Europe, Everi- effort has been madeof late to raise the French birth rate, and Dr. Roux's antitoxine, or cure for diptheria, which it was hoped would save the lives of an enormous number of French infants annually, and so make the number of births greater than that of deaths, was hailed with joy. It is hardly probable that any measure that would tend to lower the birth rate still further will receive the ap- proval of the French people.
