14 THE SAN FRANCISCO CALL, THURSDAY, MAY 30, 1895. CRONDS T JHANNESBURG Blacks and Malays Said to Supply All the Skilled Labor Needed. A Former San Franciscan Writes to Advise Hlis Friends to Stay at Home. Johannesburg is not the paradise of for- tune-hunters that it has been pictured, if a letter recently received from C. J. Camp- bell, formerly of the Coast Seamen’s Jour- nal, is true. Before departing from San Francisco Mr. Campbell urged a medical friend to accompany or to follow him. On April 21 he wrote him to stay at home. “InJohannesburg, which has a population of 80,000 and is gaining about 1000 a da; there are alr no less than 401 doc- tors,”’ wrote Mr. Campbell. *In Pretoria, the capital of the Transvaal Republic, there | are eighteen doctors in a community of | 000 people. More are traveling this way | every day crim ainst here. The Transvaal Government has no liking for foreign ysicians. They require every doctor to Tie can practice a tr: South African British yndicate countr Mr. Campbell says that the state of affairs in South Africa has changed materially since 1879. Now, the employes in nearly all the lays. They re the clerks, carpenters, bootmakers, blacksmiths and cab-drivers As they get from $3 to of the community. $5a week and live on stuff a white man would not even handle, it is hard to com- pete with them. “I cannot see what the people who are flocking into this country will do,” he said. “They come to seek a fortune and many will be disappointed. There must be a crisis soon, though nobody can tell with what result. “The town_property is owned almost entirely by Boers. They will not build nor will they allow enterprising specnla- tors to build. Neither \\'ik[ they lease their property for a term of more than twenty- one years. Another drawback is that the laws regarding buildings are so severe that it would take a fortune to erect a structure of any size. “Walls must be of brick and not less than two feet thick. As the black laborers take paius not to work themselves out of heir jobs, the cost of construction be- comes considerable.” In concluding in his letter Mr. Campbell wrote: ‘‘Stick to San Francisco.” o+ THE STOOK MARKET.
