() THE SAN FRANCISCO CALL, MONDAY, MAY 6, 1895 CONCERNING CHILD LABOR) The Union for Practical Prog- ress Will Discuss the Question. MRS. HELEN MOORE'S VIEWS. ‘The Employment of Children Under Fourteen Years of Age a Crime. At the next meeting of the Union for Practical Progress, to take place on the last Tuesday of this month, the question of child labor in this State and City will be debated. In all probability every reform league in this City will take this matter under consideration and agitate it until some good results are secured. Among the many bills presented for action before the Jast State Legislature was one entitled an amendment to *‘the hours of labor and employment of minors” act now in force. The amendment pro- vided that “No minor under the age of 18 shall be emaployed in laboring in any manufacturing, mechanical or mercan- tile establishment, or other place of labor, more than eight hours in one day, except when it i1s necessary to make repairs to prevent the interruption of the ordinary running of the machinery, or when a d ferent apportionment of the hours of labor is made for the sole purpose of making a shorter day’s work for one day of the week; and in no case shall the hours of labor exceed forty-eight hours in one week.” 1t furthermore provided that “no child under 14 years of age shall be em- ployed in any factory, workshop or mer- cantile establishment.” This ainendment was killed, however, in its incention, as other matters considered at that time of more importance took pre- cedence; but those who are taking a deep interest in the matter are preparing to muke it an issue of importance. Mrs. Helen Moore, who has devoted a great deal of time to this subject, said that she thought that if more attention were yaid to the education of children of a ten- der uge crime would decrease, “According to the last school census,” said she, “the total number of children of hool age, that is from 5 to 17 vears in this eity, is .68,3%0. We find that of this number there are 1 children who do not attend any school during the year. I think it is a crime to allow children under the age of 14 to toil in a factory or workshop for ten or twelve hours out of the t\\ent_\'-}:mr. “There is alaw in this State relating to compulsory education, and I think some measures should be taken to have it en- forced. Working in shops and factories tends to stunt the little ones morally and physically.” The labor unions will unite with the re form clubs to agitate the non-employment of child labor in the State, and the Com- missioner of the Bureau of Labor Statis tics will be asked to interest himself in compiling data and furnishing all informa- tion which may come under his observa- tion for the benefit of the parties who are interesting themselves to bring this im- portant matter before the voters of the State.
