Messrs, Wheeler and Reeves are at variance on the Goebel election Jaw, a law which deals a fa- stroke to the liberties of the peo- ple and to their inalienable rights—a and selections for you to| free ballot and fair count. Hon. Charles K. Wheeler, the present democratic congressman from this district and who is seeking a re- election, fully endorses this most in- famous measure and is a complete and unreasoning convert to Goebel. ism in all of its features. On the other band Mr. Reeves is opposed to the Goebel election law. He has taken his stand fearlessly and honestly on the side of the people. The party that he represents is fight- ing the Goebel vleciion law all over Kentucky today. It has made com- mon cause with the honest and fair minded people of Kentucky to blot from the statute books the most fla- grant outrage that has ever been perpetrated against the suffrage of a free people. As between Wheeler and Reeves there is absolutely no choice for the voter who believes in the sanctity of the ballot. Mr, Wheeler stands for Goebelism ; Mr. Reeves stands for a free ballot and an honest count, In a . $1.00] this contest political lines should be obliterated and each voter when he 25850c.| enters the booth to cast his vote on 25 cents. Goebeliem is the arch enemy of free institutions, it recognizes no master save the unbridled lust for office of the author of the Goebel election law,—the wishes and the rights of the people are never considered. Sevator Goebel in his defense of the Election law which bears his name, at Glasgow Oct. 18, said: “It When the latest styles can be} has been asserted that the new law procured from us at such small | makes the judgment of the county or d ct contest board conclusive in contested election cases and deprives the citizen of av appeal to the courts, and if| Nogrosser falsehood was ever uttered, you don’t find one day what you are looking for is no reason you can 't] The new law leaves in full force every to] section, line and letter of the former law giving an appeal first to the cir- cuit court and then to the court of appeals from the judgment of a coun- ty or district contest board. In a recent letter to the Louisville Post, Hon. Charles Finley, secretary of state for Kentucky, fully and com- pletely shows that the above state- ment of Senator Goebel is false in every particular and that there is ABSOLUFELY NO arreAL from the de- cision of the county, district or state board of election contest under the Goebel election law, thus most sure- ly and effectively depriving the peo- ple of any appeal from a fraudulent election count. Section 12 of the new Election law feretic the state contest board and in mee is as follows: “Said state board of election com- missioners, or any two of them, shall be a board for determining the con- tested election of aay officer other than governor or lieutenant governor, elective by the voters of the whole state, or of a judge or clerk of the court of appeals, circuit judge or commonwealt! ‘ttorney.’” Further along in the same section |, it is provided: “THE DECISLON OF THE BOARD SHALL BE FINAL AND CONCLUSIVE.”' ‘The section which immediately fol- lows refers to county contest boards. It rans as follows: ‘The county board county with like powers as those ned in the next preceding sec- for determining the contested election of any officer elective by the voters of the county or any district therein except members of the gener- al assembly.’” What doés that section mean when the county contest board shall have ‘‘like powers’’ as the state board, ‘‘for determining the contest- tion, “Jot the old law provided : of election commissioners, or |» any two of them, shall be a board in|; final and vonclusive, for section 1536} “Any per interest feeling himself ag- grieved by the decision of the board son ia shall have the right to ap peal from the decision to the circuit | court of the county in which such | \) contestant resides, and from thence to the court of appeals, as in other} the de- cases.”’ Under the old law, cision of the county centest board was }') not fioal, Thus Mr, Finley shows that the|| decisions of the Goebel election boards are final. Any defeated didate, may he be never so sure of the fact that his defeat was compasse fraud, will have absolutely no appeal. ‘The county board of contest is aleoe| ! lute in its power. It is appotated by Frankfort. people of the county have absolutely no voive in the selection of their elec: the state board at tion officers, no part in the counting of the votes, the results are declared by the county board, and from their decision there is no appeal. Howev. er flagrant the fraud that determined the result may have been feated candidate is without redress, peal for justice. Such is Goebelism © Such is the operation of the Goebel election law. This measure Mr. Wheeler vigor ously supports. Mr, Reeves sis vig- orously opposes it. The honest aud fair minded voters of the First congressional who believe in the sanctity of popular district elections, who value the fair name of our district and the honor of old Kentucky, must ia unmistaksble terms declare their opposition to the Goebel election law, and this can only be done by defeating Charle K. Wheeler for congress oa Tuesday next. A vote for Reeves is a vote for the parity of the ballot box, without which there is no permanency for republican institutions. A PLAY FOR MONEY.
