THE WEATHER— Fair tonight and probably cooler Saturday morning, PADUCAH, KENTUCKY DAY, AUGUST 12, 1898 Miles and Merritt Will Cease Operations—The Evacuation of Cuba Will Be Delayed Until the Cooler Weather of Fall—Military Commissions Provided For. Scripps-MeRae Service. WASHINGTON, Aug. 12 —At an early hour this morning the presi- dent had received no oficial communication as to the action of the cabinet council held at Madrict yesterday to decide what action the Spanish govern- ernment would take in regard to the protocol. It is understood, however, sador Cambon informed Mr, McKinley shortly after midnight Spain approved the docament. Since the midnight hour is past and the administration refused to put a forty-eight-hour limit on the signing of the document, on account of the difficulties encountered in the transmission of messages between the United States and Spain, it cannot be definitely told when the protocol will be signed, but it is expected M. Cambon will affix bis signature some time to» day, and it will be put into operation at once. The immediate result of its acceptance by Spain will be the cessation of hostilities, as far as Amer the 0 by is concerned, in all the Spanish colonies ; cupation of Manila by General Merritt; the occupation of San Juan neral Miles. There will probably be considerable delay in evacuating Cuba as difi- culties are anticipated in arranging the proper form of government for the island, It is possible the president will appoint military governors for all teritory surrendered by the conditions of the protocol and station them on the island with sufticient garrisons to hold the positions, but he has no de- sire tohurry American troops to Cuba st present, preferring to wait until ler weather. Thus it may be that Havana, unless surrendered as an of good faith in signing the protocol, will not likely be attacked by >s until all danger from yellow fever is past. evidenc our tro PROTOCOL PROVIDES FOR y MILITARY COMMISSIO Scripps-McKae Service.
