One Is Expected From the Presi- dent for Volunteers in the Near Future, Cnr. Ix Ordered to Collect State Property in Pa- ducah—A Good Deal of It It is thought there will be a third, and perhaps a fourth call for volun- teers, in which event those in South west Kentrcky who desire to go to war and have not bad a chance, will afforded an opportunity. Today Col. Will Crambaugh re- ceived a letter from Adj n. Col- lier, instructing bim to take charge of all property here that belongs to the state, and notify the department when through, Col. Crambaugh will begin at once the arduous task, It is thought there is «considerable property in the city belonging to the state. The first ived was several years ago, when the Bullitt Light Artillery was changed to infantry. Fifty rifles were then received from the state, and when the company was broken up and mustered out, the guns were never returned to the state. ‘There are also a number of guns that were sent to the first state guard here. During the riot, about fifty of them were carried off by the citizens and never returned. More were sent for with which to replace them, and the state sent fifty additional gans. A large number of these were never returned, Besides these there are sabers that belonged to the artillery, several drums and straps, uniforms, belts and other equipments. There will no doubt be encoun- tered great difliculty in finding them, bat Col. Crumbaugh appeals to the patriotism of all, and requests them to turn over at once all the state property they have, for the state needs it badly Moreover, it is a serious infraction of the 'aw to have in one’s possession state property, and those who refuse or fail to turn in what they have be- longing to the commonwealth will be prosecuted if found out. {n another letter from a prominent state military authority, it was said that there will without doubt be a third call in a few days. Col. In regard to our new field pieces, observes the Temps, the severest seerecy lias been ob 1, and when one thinks of the number of persons connected with the study and with’ the solution of the problem he ean only feel grateful to our artillerymen for their prudence, which does them no Tess honor than the powerful en- gine which they have invented. The recent visit of the war minister and of the chief of the general staff “at Chalona relieves nobody from the ob- ligation of silence. It simply proves that the question that has been so carefully studied is now finally set- tled. Let us see how this question was presented during the past years and examine the general plan upon whieh that study was conducted The invention of sinokeless powder produced an immediate effect upon the rifle. It inereased the range and permitted a diminution of the caliber, whieh brought out that modern type that is called the magazine gun, But in the case of artillery enormous ex- pense was necessary in the change from one system to another, in order to bring the smokeless powder for field picces into general use. It was used simply in our field pieces of 90, made to resist the pressure ofthe old Wack powder, and its only advantage was the absence of smoke, whigh, of cours: s favorable for observation and the range of fire. Nevertheless, the theoretie studies were advancing. The artillerymen, distanced for a time in this duel, which for 50 vears bee ing on between the bullet ind the shell, were preparing a field viece, to beat the rifle. To the new ynditions produced by smokeless owder was added the necessity of re- lucing the caliber, and consequently lightening This effort to get a lig nnon, and conse quently a more movable one, is always notice! after periods of long peace.
