This news has thrown the city into afurore of excitement, and Lee's startling revelations are awaited with the most intense interest, Washington, April 12,—Expulsion of Spain from the island and the dec- laration of the independence uf the | people of the islaud from the sover- eignty of Spain will possibly be the vital points in the resolution which will finally be adopted by the Con- gress. Strenuous efforts are now being made to get the foreign relations committee of the Senate and the for- eign affairs committee of the House into line upon the same resolution and to have the reports of the two 48 nearly unanimous as possible, Up to the present time these efforts have not succeeded. It has not been pos- sible to harmonize the differences of the republican members of either committee, The question of recognizing or in any way referring to independence in the resolution is a stumbling block. Practically every member of each committee has in his pocket the text of a resolution which he believes ought to be adopted. ‘These all differ, but they range themselves under three heads: Intervention without any reference whatever to independence, to establish peace and stable govern. ment; intervention by a declaration of the independence of the people of Cuba, without recognizing the pres- ent so-called government, and inter- vention accompanied by a direct recognition of the present so-called government,” The second of these, which is in the nature of a compro- mise, seems to be the one on which agreement is most probable, ; Much may depend} upon the state- jments made to the committees by Consul-General Lee when he appears before them. THE ATTACK ON HAVANA. Moro and Cabar M Not Shelled on Account ot Prisoners, Washington, April 12,—Some changes in the plan of the strategic board have now been decided upon. Morro castle will not be shelled on account of the prisoners there, and the Cabanas will escape for the same reason, in case the present trouble goes beyond target practice. As it is known prisoners are still confined in some of the ceils, it is thought advis- able to concentrate fire on the batter- ies of Santa Clara and the twelve- inch battery near Morro castle. The castle itself is not formidable, unless one accepts the story that its walls have been breached to the outer skin and a battery of big guns mounted inside, which will be unmasked hostilities should be begun, This no one believes now, It seems lik that, should war come, the affair at Havana would begin with a brief artillery duel be- tween the Lowa and her consorts and the guns of Santa Clara battery and the Ordeneze guns and two inch rifles planted near Moro Castle a year ago. The monitors Terror, Puritan and Amphitrite have been ordered to join the battleships off Sands Key light. This move, at this tine, is accepted here as evidence that the fleet is making tinal prepaaations to move with the least delay when the order comes. Monitors are, of course, slower than other vessels, but would play a great t in the forma- tion of theffirst line of attack.
