Sratn’s propositions to Cuba for peace fails on deaf ears. The Cubans have had too much experience al- ready with Spanish treachery. Tue Legislature left forty bills on the Governor's table which are at bis mercy. It is asafe prediction that many of them will never see day- light. Tae Legislature bas adjourned, and while it did not make many new laws, it has given the people of Ken- tucky plenty of food for serious thought. Severat Democratic for Governor have discovered that their business will not permit them to make the canvass. The fat that Senator Goebel is the Whole Thing, may have had something to do with their conclusions. candidates Everr now and then some criti- cism of President McKinley's course appears. These critics are so anxious for war that their judgment outstrips their valor, It is a most serious thing‘ declaring a war that may cost thousands of lives and hundreds of millions of dollars, and no one real- izes it more than the President. He will not be swerved from his course by the complaints of penny-a-liner crit- ics. And when the moment to strike for the honor of the Old Flag, and forthe freedom of Cuba, the President will be found ready, and we imagine that his newspaper critics will also be ready—to stay at home, comes LOUISVILLE'S WAY. ~__-7~~Fhere.ate many ways to build upa city. But all the various ways re- solve themselves into one, and that is by securing manufacturing plants or something else that will attract popu- lation. Such has been the cause of the growth of Paducah. The loca- tion here of the Jarge railroad shops was a great impetus to the city’s growth and is a great cause of the prevailing prosperity of the people of the city. In these days, when there are hundreds of cities and towns that are looking for new plants, it becomes an absolute necessity for those laces desiring additional factories to take some active steps to secure them. This is what the city of Louisville is doing. Thus the Commercial Club of that city recently made a request for the donation of factory sites, which free sites the Club could offer as an inducement tosecure new fac- tories. The first response is from a large company of a large tract of land valued at $50,000 and fronting on the Louisville & Nusbville railroad. Of course it goes without saying that the company hopes its remain- ing property will be greatly enhanced iu value by the location in its ueigh- borhood of new plants, The plan followed in in general the plan that followed here, with some modifica- tions, perhaps. Thus this city should have, above all things, « commercial club, Let one hundred business men and property owners give twent dollars a year to the maintenan sucha club, That amount would secure the services of 1 and pay the expenses of his corres- pondence. It would admit of a vast deal of advertising matter and en ble the secretary of the club to do considerable traveling. The work of such a club ably conducted would se- cure to this city a large number of propositionsftrom manufacturers seek- ing a new location. The great natural advantages of Paducah are sacl that less induce ments would have to be offered to get plants to come here than to al- most any other city in the South There are advantages that far out weigh afree site or a cash bonus. Such advantages are low freight rates, exemption from taxation for a limited period, and the subscribing of some of the capital stock by the citizens. We believe that Paducah Jias so many natural advantages that with the same amount of exertion she can secure pew plants without having to put vp @ cash bonus or to give free sites, But, however, we should be prepared to dona! desirable plants that can be Louisville is shoula be a good We doubt not bot owners ip by such action, that there are this city who this, could a desire many land would be glad to do ble factory be lo- cated adjoining their property In short, this city needs a U it com: mergial clab, and it nee very much, Factorics may come here of their own d many accord have come in the sly so the Colankus wil be one of the most valual cord ory, which eros 1 the city and to the cily. B the very fact that sneh and imprtant concern bas come here, purely of its own accord, shows lid we have what could be done hustling commercial club that was out after new plants all the time, This city van be found anywhere. zetic business We to our immense us as ene men 4 have but to refer wholesale trade and manuf, ciuring business to demonstrate this fact, isut we need concert of action, and ured through the club, this can only be se medium of a live commercial with a live man at its head. Y. M. CG, A, RECEPTION, Three Canvassing Clubs to Be Organ- ized With Good Leaders. The members’ reception at the Y. M,C, A. hail last night was well at- tended, forty or more being present. Music was furnished by Prof. Chas. Davis and impersonations by Mr. Matthew Carney, Those present were invited out into the gymnasium after the entertai ment, and enjoyed a sumptuous re- past provided by the ladies commit- tee. At a subsequent business meeting three canvassing clubs were organ- ized under the respective leadership of Messrs. D. M. Flournoy, O. P. Leigh and L. T. Wilcox.
