Washington, March 12.—The pres- ident and his cabinet hal a three ours meeting this morning in which the Cuban situation was thoroughly discussed, ‘The president stated that everything was ready for the out- break of war, if wer is necessary as a solution of the situation. Nothing has yet been learned ofti- cially from the court of inquiry, and it is for this report that the president is now waiting. It was stated today at the war de- partment that the coast defenses are in waplendid condition, Yet work is still being pushed at all the impor- tant fortifications, Washington, March 12.—Members of the cabinet yesterday afternoon frankly admitted after the regular meeting that the report of the Maine board of inquiry will, after its re- ceipt, be at once transmitted to con- gress with a special message from the President. The further admission is made that unofiicial advices have been received as to what the report will indicat». It will show an external explosion. But as all the information up to this ime hes been prvely unoflicial the cabinet has wot tion to discuss it except in an unofficial man- ner. Washington, March 12.—Orders were issued at the war department yesterday for manning the newly e tablished fortifications on the Atlan- tie coast from Boston down to Gal- veston on the gulf. They include the organization of the two new artil- lery regiments, Nos. 6 and 7, author- ized by a recent act of congress. The} Sixth regiment will have its headquar- ters at Fort Slocum, N. Y., and the Seventh regiment its headquarters at Fort McHenry, Md. The location of these two regiments at the points indicated will necessitate the transfer of the artillerymen now occupying those garrisons to other places, Bat-; -| will be maintained. teries B and C of the Fifth artillery are at Fort Slocum and batteries C and D of the Fourth artillery at Fort McHenry. In organizing the new regiments six men will be taken from each of the batteries now in service, so that each of the new batteries will have at the rate of 15 experienced artillerymen, A Washington special to the Louisville Post of yesterday gives the following summary of the war situa- tion : The independence of Cub recognized by the Presiden! the assumption that Spain will se- cede to our demands of reparation for the destruction of the Maine and acknowledge our right to give this recognition to the republic of Cuba can the hope of peace be sustained. ‘The point has been passed where anxiety is felt’ by this govern With full confidence in the justice and propriety of the course to be fol- lowed by this government, it is felt that Spain alone must take the re sponsibility for war if she will not accede to just demands. The developments in the Cuban question are expected next week. The President has determined to act promptly, and his course is outlined, although it may be subject to some change of form after the full text of the report of the court of inquiry ou the explosion of the Maine is laid be- fore him. ‘The report of the court is expected to arrive in Washington next week, and immediately upon its receipt the President intends to act. While the President and his cabinet bave not seen the text of the report, nor has the court intimated what its formal verdict will be, it is, nevertheless true, that the President and the cab- inet have been informed that the character of the evidence shows au explosion from outside agencies, The fixing of the blame and the responsi, bility will be shown by the evidence, and the indications in Washington today are that the President is fully warranted in the course to be pursued and in acting promptly.
