Coffin, representing big New York syndicate, is in the city to propose a refrnding of old city bods, He called on Mayor Lang yesterday and made arrangements for having the mayor call a meeting of the council for tomorrow night. He has conferred with the finance committee of the council, and the plan is now to refund 844,000 of the old Paducah and New Orleans rail- road bonds, issued first about 1850, for $110,000, They then drew 10 per cent, fnterest for thirty years, but — were — subsequently refunded at 8 per cent., and afterwards for 6 per cent, the present rate of interest. There are $45,000 of these old bonds now, and they can be refunded at perhaps 3 or 4 per cent., it is thought, thus saving the city considerable money, as the Jact council did in refunding $66,000 io bonds the pase year.
