The timidity of the bears is | aggravated by such a demonstration as that of last week in Reading and that of | today in thd southern group of railroad stocks, Today's movement lacked authoritative | explanation. A supposition natu: that some financial profect was | out designed to change the rel tween these properties, alread | by reason of the control of Loul ashville heid by the Atlantio Coast line |id'a mutual eontrol of other properties held by Loulsville & Nashville and South- ern Raflway. Until the movement In these stocks stimulated some vitality in the rest \of the market it was practically lifeless. An_early attempt to with any definite news of conditions, prompted the later upward movement. The quieting | down of irs in Philadelphia was ac- yceglfid as good news. | The abstract of the reports to the comp- | troller of the currency of the national banks of the country on January 81 showed the loan expansion sinee the November 16 report well distributed, the New York banks being responsible for le 000,000 of the $800,716,8%0 ags: o increase for that period. The stock market liquid: tion effected in that interval explains this relative showing. In the yearly comparison, however, there {s shown an increase since February § last of $388,73,587 in the loan account of the nationa’ anks, the cash reserves having shrunk in the same time over $27,000,000. ELLIS SPEAKS FOR GOVERNMENT Argues Forwarding Agencies Should Have Right to Receive Onrload Rates from the Ralle roads, WASHINGTON, Feb. M.—Whatever way the suprema eourt of the United States de- oides the case up for argument before it today, involving the right ot “forwarding agencles ts carload rates on Interwtate shipments of frelght owned by individual shippers dire results will follow, If all that the counsel in the three-cornered fight say Is true. “We submit that the all-lmportant provi- slons of the act to regulate commepoe Will be serfously impaired (f forwarding agents are permitted to intervene and comtrol the less than oarioad portion of the rallroad transportation.’ “It I8 economically inexpedient from the public standpoint to develop a class of in- tercepting carriers in this country. The two statements quoted were those that counsel for the Delaware, Lacka- wapna & Western Rajlrond company, the Wabash Raliroad company, the New York, Chicago & St. Louls Rallread company and the Baltimore & Ohio Railroad compaiy went Into ecourt to substantiate. | “To say that they (nterstats raiiroads) | as public servants may create conditions Which make the busitess of assembling goods In carload lots very profitable and then restrict to themselves and those' they see fit to favor the right to participate in profits thus obtained is equivalent to say- Ing they may take advantage of thelr own wrong." That is the way Wade H. Eilis, assistant to the attorney general views the attempt of the rallroads north of the Ohle river and east of the Mississippl to deny carload rates to forwarding agencles. Mr. Eilis Is | participating in the case in defense of the order issued by the. Interstate Com- mence commission n favor of the forward- ing agencies. “The result of prohibiting the operation of the forwarding companies would be to ellminate the trade between the Pacifio coast consumer and the middle western manufacturer. Such Is one prediction which counsel for the American Forwarding company, Trans- continental Fpelght company and Rock- ford Manufacturers’ and Shippets’ assocla- tion are making. 2 The decision of the court is not expected for some time. \ ( Brown’s Speech Inspires'Gordon’s Torpid Muse ; | Benator from Nebraska Has Remar! able Effect on the Senator from Georgia: WASHINGTON, Feb. 25.—When Vice President Sherman stepped up to Senator Gordon ten or fifteen minutes. after the latter had been ealled to the chair this afternoon, the senator handed over tho gavel and with it a piece of paper on which he had been writing while pocupying the chalr.
