(From & Staff Correspondent.) LINCOLN, Dee. 7.-~(8pecial)~The annual report of the State Rallway commisalon flled with the governor today Is a com. plete history of the work of the éommis- slon during the last year, showing the come plaints filed and thelr disposition together with recommendations to the legislature and a financlal statement The report oslls attention” to the fact that the Sibley law reducing express rated 2 per cent Is being enforced and In this conhection it says: “It may not be improper, at this time to state that the commission and the attorney general were urged in the beginning of this litigation, to institute & large number of prosecutions against the express companios for individual violations of the law, and they were bitterly criticised in':certain quarters for ehoosing what then seemed to be a more conservative course It should now be clear to every one that had the othes plan been followed, it would merely have resulted in the commission's hands being tied by a federal injunction, and it Is exoeedingly doubtful whether any beneficial results would have been achieved for the people of the state for many years, if ever. As the matter stands, every shipper of express between poinis in Nebraska has enjoyed a 25 per cent re- duotion In rates since April 15, 18 and the companies have been perpstually en- jolned from increasing these rates until authorized by the commission. Their only recourse now lies with either the commis sion or the United States supreme court. Surely this result ia more satisfaciory to the average citizen than an expensive tangle of litigation, the only successful result of which would have been the penalizing of the companies, thereby In- creasing thelr expenses and rendering more difficult the task of proving their husiness | compensatory.” Record of the Year. During the year there were 503 informal complaints filed of which 466 were disposed of. There were thirty-one formal com- plaints filed and there were thirty-two formal complaints disposed of. At this time there are 188 informal and twenty. four formal complaints pending. The in- formal complaints covered & multitude of subjects and according to the report the commission has become a elearance hou: for all differences that exisf between the people and the common earrlers. The commission reviews in its report the recommendations It made to the late legls- | lature and urges that the next legislature | shall specifically define its authority over common carriers other than rallroas prohibit false billing of freight; fix the antl-pass law; providing for direct appeals from orders of the commission to the sus preme court except in rate cases; provide for track connections for grain shippers. Deputy Maupin’s Report. In his report to the governor, Deputy Labor Commissioner Maupin speaks highly of the assistance! his department has been glven by the traveling men of the state, wha have acted as deputy hotel Inspect- ors without pay. This’ was necessary to secure enforcement of the law, the legis- lature having falled to make other pro- vision. Deputy Maupin says It has been physically impossible for him to fully en- force the law™as to fire, escapes, bngause he cannot personally visit each of the clties and towns In the state, and has no other means for attending to the work. 8o far as he has been able to do 80, he has endeavored to carry out the pro- vislons of the law. He urges a more lib- eral appropriation for the support of office, and lists his duties under the creating the bureau, and providing an ap- propriation of $2,500 for the pay of the deputy commissioner and one stenographe: as follows: “Hotel Inspection, fire escape laws, labor law, female employment law, main- tenance of free employment bureaus, gath- ering and publishing crop statistics, gath- ering and publishing acreage statistics, gathering and publishing manufacturing statistics, gathering and publishing wage statlstics, gathering and - publishing live tistics, gathering and publishing frelght and express shipments of preducts, gathering and publishing mortgage sta- Ustics, arbitration and conciliaiion. “In addition we are charged with the duty of co-operating with school and court officlals in the enforcement of the compulsory education and- jpvenile de- linquency laws. “We are required to issue numerous bul- leting, all of which expense must be paid out of our annual appropriation of §2,600, an amount that 1s really no more than we should have for postage.
