SOME ALTERATIONS TO BE MADE IN EAST 8- lamen Other General Highly Commends M Nebraska and States for Govd Work at Fort Riley. from “I know nothing of the immediate pros- pect of any change In the departmental boundaries of the Department of the Mis- sourl,” sald Major General J, C. Bates, commander of the Departments of the Mis sourf und Lakes. “I believe there are some contemplated changes in the eastern de- partments relative to thelr boundaries, but In-veference to the recent army maneu- vers at Fort Riley General Bates sald: “They were very successful and. were cer- tainly bereficlal to the army and particu- larly to the militia., The milittamen con- ducted themselves with excellent credit, and this is partieularly true of the Ne- braska regiment. The story that was sent out regarding any troulle botween ‘the Texas regiment and the colored troops of the regular army was very much exag- gerated. Whatever there was of it was confined to one or two Individuals and probably was the, outgrowth of a crap game. The morale of the troops at the maneuvers was excellent. Tn fact there were no courte-martial for any. offenses and there was absolutely mo disorder. The men, without exception, reallzed that they were on thelr good behavior and aequitted themselves in o highly creditablo manner. At first the farmers in the [ocality of the maneuvers were a little skeptical and were in some instances reluctant to ign agree- ments for the movement of trogps over their lands, but by the close of the maneu- vers many of them offered thelr lands without any*’ conditions, Of course, all damages that resulted In the necessary cut- ting and removal of fences for the move- ments were speedily repaired and paid’ for. The bills of the farmers were very reason- able, Cannot Say as to Next Yenr, “I cannot say that the maneuvérs will be repeated hext year. They are very exe pensive, and It lies with congress to make the necessary appropriation “We were importuned by some Influential parties from Sovth Dakota to hold a serles of maneuvers at Fort Keogh next year, in which the milltia organizations from Min- nesota, North and South Dakota, Wyoming and Montana might particlpate with the regulars. But what steps will be taken in the matter I cannot say. The matter will lle entirely with congress. There I8 some question among the militia as to the period of the year that the maneuvers should be held. Some of them think that the month of October 1is too late, as it encroaches upon the busy fall season; and it is thought by them that August would be a better month for army maneuvers at sich places as Fort Riley. The Fort Keogh proposition: contemplates the month of June, as that is a dull busines§ period, and the altitude of Fort Keogh would make that month a most delightful one, while it would be too warm for a locality like Fort Riley.” General Bates leaves Wednesday for Des Molnes to inspect the new military post there and will go from there to Chicago, Will Do ANl “his for You.
