B. Rathbone of the western division headquarters. ‘“The less densely populated routes have been ex- tended from the old rule of twenty-five miles to thirty miles, which gives the routes the requisite 100 families. The sys- tem 1s becoming prosperous and seif-sus taining, end this is very largely due to the assistance of the Omaha papers in advertis- ing the routes for us. Of the 200 cases referred to this division for reinvestiga- tion, less than 100 have been found short of the required number of patrons, but by the extension of the route five miles these have been put on a permanent basis. No routes will be discontinued in Ne- braska, rumors to the contrary notwith- standing. SAYS CITY CAN DOUBLE POPULATION Deseribes Plan for Developing Water. hed of the Platte in the Inter. est of Nebraska and Omaha. “I feel that the national irrigation move- ment has now passed through the preiimi- nary period, and that the time has come for the people of Omaha to do everything to bring its benefits into your own trade ter ritory.” Thus began George H. Maxwell, apostle of irrigation who had come to this clty from Chicago to address the executive committtee of the Commercial club on the work which is being done by the National Irrigation assoclation. Mr. Maxwell has been in this work for almost fitteen years, first becoming Interested as an attorney in Irrigation litigation and now belug one of the active members of the association. “I want to Impress the immense import ance of this movement on every property owner of Omaha,” he said, “becauss it these plans can be carried out, and they can, you can more than double your popula- tion in tert years. Los Angeles has doubled its population. Why? Because irrigation Increased the trade territory of Los Angeles and made this possible.” One of the great difficulties, Maxwell, was to arouse the int property holders in the work. They all acknowledged that if the plan was carried out, the good promised would develop. The trouble was that every one falled to rise to the great proposition while trying to push the little schemes. He polnted out the probable faflure of the Bweetwater reservolr which had been allowed in Wy- oming because there was not enough suit- able land in the district to make it useful. This, he sald, showed the fallacy of seo- tional and divided effort. Explains His Theory. He explained the work being done by the government in making a complete sur- vey of the water system of the Colorado river between southern California and Arizona, which will be completed before one section of actual irrigation is begun. This, he sald, was the only way in which to approach the watershed of the Platte, which river would Irrigate 2,000,000 acres of land and in ten years double the popula- tion of Omaha. “In the case of the Platte, there is an Interstate problem, and neither state has the right to take the water of the other. When the government has planned out the entire work for the North Platte, the work can be done by small sections, but always m regard to the great plan. The com- mercial Interests of Omaha have the influ- ence, if they -work, to bring sbout this great survey. It Wyoming Grst takes the water, it will be lost for Nebraska and will not benefit Omaha industries. ““The meed of & reformation of land laws is a great need, so that the frauds now being perpetrated can be stopped. Under the desert lands and homestead laws, 4,000,000 acres of land are early taken up by agents of the grazers and others, the same iand which the government is to frrigate. In four years wll the land will thus be taken up or the natlonal irrigation movement go up in smoke. The inter-state water laws was another tople delt with, the speaker showing that the state ownership of water was an ex- ploded fallacy. The National Irrigation association was inalterable opposed to this system. Now the man first using water for irrigation, no matter what state has prior right to:.the same, can get uction in the Unlted States district courts, “Nebraska could prevent Wyoming using the water by first using it here. The present committee of the Commercial club should be an active club, with permanent office and assistant secretary, so that the city's influence in the east gould be brought to bear and everybody to co-operate in forwarding this ‘movement. “The speaker closed by urging that Omaha have a fepresentative delegation to the national Irrigation congress. OMAHA LEADS COAST CITIES Nebraska Metropol Compared with Portland, Seattle and Tacoms by Local Men. the Captain Frank H. Myers has just re- turned from an extended visit to the Pacific coast and northwest and comes back more than ever impressed with the thrift and beauty of Nebraska, and Omaha in par- ticular. He said Tuesday morning: “I found Nebraskans everywhere, some prosperous and others yearning for a re- turn to the green flelds of their state. While Portland, Seattle and Tacoma po sess every Indication of thrift and enter- prise, with their wharves laden with im- ports and exports, there is romething iack- ing and T do not understand it. Take as an instance Beattle. =Almost every month there comes from Cape Nome or the Klondike vessels bringing from $260,00 to $1,260,000 in gold dust. It is a city of nearly the population of Omaha, but its bank clearings show up very poorly as com- pared with Omaha. Take, for instance, the bank clearance statements for the week of August 20 a5 a_comparison. Omaha's clearances were $5,360,923; those of Seattle $3,666,521; Portland, $2,94989, and Tacoma, $1,856,582. “Onme would naturally think that the clearances of the coast cities, with their commercial advantages and thelr proximity ! to the gold mines of Alaska, and with their immense canning and lumbering industri | would far outstrip Omaha, but they do nof | come anywhere near Omaha. | "I was also at Butte, Mont., and was | mirprised to see the devastation wrought on vegetation there by the copper fumes from the great smelters, There is not a green thing living within a considerable distanca of the city and only recently the smelter companies pald over §785,0(0 dam- ages to stockmen and farmers for the de- struction of cattle and crops by the polson- ous fumes.
