An ordinance requiring a special permit before any person or corporation can so much as drive a stake in an Omaha street is belug prepared by City Kngineer Rose- water. Ordinances galore have boen passed to regulate the use “in, over, above or below' the stroets, but they failed of thelr purpose and some of the classes of street’ cuts that offended the most were omitted. Their fallure was due largely to the lack of ‘concentration and the new ordinance 1s destined to cover everything in sight, have all permits {ssued by a clork in the engineering department and to be enforced by inspectors, In some cases fees will be exacted for the permits In crder to pay for the extra expense. In the past the municipality has suffered much by reason of utility corporations dig- ging up the streets, planting holes In them and putting pipes under them, almost at will. Regulations governing the matter have been lost sight of and not enforced and the corporations have been allowed to do about as they pleased, in some rospects. They have been checked up and compelied to repair damage to paving and surfaces whenever possible, but many cases escaped detection. Councllman Zimman some time ago brought up the matter of requiring permits for all street tampering and urged the passage of such an ordinance.
