At the Omaha meeting there will be 200 or more of the ‘county dads' and I anticlpate no opposition whatever. Our committee will have a bill ready to be in- spected and approved, but it Is the purpose to submit it to the legislature only in case no legislator is already prepared with a similar and satisfactory draft.” Among other resolutions adopted at the Beatrice meeting was one preliminary to a bill imposing upon county boards the work of condemning and appralsing for the open- iog of new roads. Under the present law the county clerk first sends a man out to “view" the ground at $10 per view, and then three other men at $6 per man, and mileage, to act as appraising board. As all they do is to report to the county board, ‘which finally disposes of the matter it pleases, the promoters of the new bill argue that the commissioners may as well do the mwork In the first place and save the county the expense of the “viewer” and the ap- praisers. X Bridges by Day Labor. Still another resolution adopted and or- ‘Wered tramed as a bill was one empowering county boards to build bridges by buying the material and having the work done as day labor. The law as it now stands re- quires that where a bridge is to cost more than $100 bids must be advertised for, which means contract work. Commission- ers from some counties say they can bulld bridges for less than contractors will bid. The legislative committee, of which Com- missioner Welton of Lancaster county fis chairman, presented a dozen resolutions for adoption, but some were turned down. One was preliminary to a bill empowering county boards to employ any attorney they see it and practically forbidding the regu- larly-elected county attorney to concern himself in a board's legal affairs except upon_ invitation. Other commissioners, it 1s sald, instructed that Welton was seeking vengeance on Lancaster parties with whom he has bad personal difierences and de- clined to sanction his resolution. At the meeting there, was presented, but promptly tabled, a resolution expressing approval of the movement to have the term of office of county clerks, treasurers, sher- ifts and superintendents made four years instead of two. It is eaid that the resolu- tion might have been adopted had it not been for the clause stipulating that the | present incumbent. are to have the benefit | One of the greatest difficulties encoun- tered when children are i1l is the objection they have to taking medicine. IN PRICE OF 'S CLOAKS DESTITUTION CRY IS HEARD Oold Rnap Brings Many Appeals for Aid from City's Peor, POLICE ARE HAMPERED IN RELIEF WORK Force Not Sufficient for Routl: Mayor and Chief Wil ‘What They Can to Re- Heve Suffert but Do The cold snap of the last two days has, brought to light a number of cases of desti- tution and numerous appeals for assistance have been made to the city and county au- thorities and to the organizations such as the Salvation Army and the church socle- ties which are known to engage in charita- ble work. A number of persons called upon Mayor Moores yesterday morning to enlist his as- sistance on behalf of either themselves or some of their needy friends. Discussing this question, the mayor said: “The city has no distinct department of charity, but the county has one and it has done & great deal for the relief of our city poor. The county agent, however, has so much to do that he cannot always promptly investigate and attend to the city cases re- ported to him, so it has been customary for the police department to make such inves- tigation as is necessary and to make appli- cation to the county poor department for the relief of those cases which are impera- tive. Police Force is Short. “In the present condition of the police department this will be very dificult to do, although, of course, it must be done. Chief Donahue now has not sufficient men for the regular police work, to say nothing of a detall to look after charity o but I suppose the police must find some way to do it. Such cases as have been reported to me I bave turned over to the chief to be looked up, and he will have them attended to In some way at once.” Chief Donahue sald he had instructed all of the police officers to make Inquiries as to cases of destitution existing on their respective beats and to make as thorough investigation as possible of any cases that may be reported to them. Cases specially reported to the chief or the mayor will be investigated at once by a man detailed for the purpose and all imperative cases will be attended to without delay.
