THE OMAHA DAILY BEE: THURSDAY, E 5, 1902 NEW SYSTEM OF CAR SERVICE hllmdl Switeh from Mileage to Per Diem Basis for Payment. IBETTER SHOW FOR OWNER OF CARS Wlan Reeently Adopted Will Provide Fixed Charge for Use of Bore rowed Rolling Stock on Certain Figure, In Omaha today will be held a meet- fng of operating officlale of & dozen railroads of this western territory for the purpose of interpreting locally the new per diem car mervice agreement of the Amer- jcan Raflway association. This will be eastly the most important oonference held in Omaba for a long time, as the change to #the per dlem system from the mileage sys- tem of car service {s a most radical and @weeplng one. Heretofore, for thirty years and more, the raflways of the United States have used fhe mileage system. By this a railroad mwhich s using the cars belonging to an- lother line pays for them at so much a mile lused, 7% mills a mile having been the rate Jof recent years. The new scheme will com- el the roads to pay for thess foreign line at #o much for every day they keep ithem. Twenty cents a day is to be the |price at the start, with a probable reduc- ition after the plan gets in good working der. i Borrower Had Control. The objection to the old scheme was that he road which had the cars had the whip d all the time. It was left entirely to jtbat road to report to the road owning the how many miles they were moved, ;:lher 100 or none at all, and the owning froads considered that they were in many {cases subjected to misropresentation of the lactual use of the cars, while they had no fway to ascertain or keep track for them- melves, it being impossible to send a man amlong with every car sent out. According %0 the new scheme the road sending out a jear to another line will simply mark the Mdate of 1ts departure and that of its return, and charge the regular rate for each day Intervening, whether the car moved or not. For many years the American Rallway mesociation has been endeavoring to secure & method of exchangeable car service more ‘matistactory than the mileage plan. The as- sociation holds meetings twice a year, and ;‘he matter has often been agitated at these. nally on April 24 last, at the last regular meeting, the per dlem plan was adopted by im large majority vote, & great proportion of fthe rafiroads of the country entering upon Jthe method. It Is to go into gemeral effect Wuly 1, and the meeting here Thursday is that the roads hereabouts may enter upon {8 common understanding of tiie agreement. ) Those Wano Will Come. General managers, superintendents or operating officlals of some sort from all .thl roads playing into Omaha, and in somo cases weveral representatives from each, will attend the meeting. Meny of them | are already gathering, among the outsiders jwho were In the city today being C. At Kansas City will be held a similar and simultaneous meeting Thursday, the rticipants belng the representatives of e roads running into that center. ! Western Car Service Assoeiation. | A meeting of the executive committee of @ Weatern Car Service assoclation was ;‘:M 1n the office of General Manager Dick- dnson of the Union Pacific rallway yester- y morning. Those present were G. W. is, chiet clerk to General Manager {Holdrege of the Burlington; C. M. Rath- E«, division superintendent of the M rl Pacific rallway at Atchison, Ka: . B. Earling, division superintendent of \the Chicago, Milwaukee & St. Paul ratiroad it Marion, Ia., and Mr. Dickinson. This session was preliminary to the gen- leral meeting of the Western Car Service 1ation, which occurs today. At #hat timo several matters of considerable {mportance to the roads of the association ‘awill come up as a result of the coming adoption of the per diem car service system nu July 1. There must be some scheme of !adjustment adopted for governing the treat- ment of cars which will be out at the time /when the change is made. This will be the last meeting of the a: woclation before July 1, so all arrangements must be made at this time. Northweatern Stock Yards. On July 1 the Chicago & Northwestern raflway will take over the operation and management of its own stock yards at La Fox, Ill, and a western man bas been chosen as superintendent. He is W. L. Fox, who has for several years been trav- eling agent for the Northwestern line in the western range and mountain territory, with headquarters at Denver. Mr. Fox s well known to rallroaders in Omaha and throughout the west. He was in Omaha all day Wednesday, having just been east to La Fox to investigate the plant of which he will soon have charge. He says the capacity of the yards is such that 40,000 sheep can easily be fed there at one time. Mr. Fox ls now going west once more to clean up matters at Denver, when he will return to La Fox to stdy. The Northwes ern has never before managed its own yards, the plant having been leased to P. BUSINESS MEN PROMISE SUPPORT Five-Story Structure to Accommodate the Association and a Few Ten- mnts is the Plan Most ¥ ed, It begins to look as though the new bullding for the Young Woman's Chris- tian association of Omaha is assured. For over two years the present quarters in the Paxton block have been entirely in- adequate to the demands of the member- #hip of 1,000 women and the several hun- dred more that daily patronize the noon rest and lunch room. and the board of directors hgs been endeavoring to secure a bullding suitable and equal to the de- mands of a city the size of Omaha. Owing to the lack of funds it was not deemed advisable to undertake to build until a few weeks ago when the board called into consultation a number of the city's busi- ness men. They were asked to meet at the association rooms during the noon hour that they might gain an idea of the new ones. The meeting was held and the sight of the several hundred women In the crowded lunch room, an investigation of the system that makes it possible for the association to furnish a substantial meal at a trifle above its actual cost, and the rest and reading room taxed to its ut- most to accommodate the many business women who would snatch a few minutes rest before returning to thelr afternoon duties, did more to convince the business men of the value of a properly equipped association than all the petitions and ap- peals that could have been drawn up and at the consultation with the board, which followed, they advised that the association put up a building to meet its requirements promising substantial support to the enter- prise, The board has held several meetings of late to consider ways and means, locations and bullding plans, it having decided to raxe $50,000 and build a new buflding. Nothing definite has as yet been decided regarding location, though it will be neces- sary to secure a lot convenient to the bus- Iress—portion of the city. Among the most favorable plans belng considered is a five- story structure, the front part of the two lower floors of which can be rented as store and office rooms. It also includes an audi- torjum with balcony, a gymnasium with balcony, office rooms, parlors and rest room, bath and dressing rooms. The entire top floor is given over to a dining room and kitchen, the elevator arrangement render- ing it mest practicable. A mass meeting of association members 18 to be called at the association rooms for Monday evening and all members and efti- zens Interested in securing & new bullding are urged to be present. ‘Wabash new office, 1601 Farnam street.
