OFFICIALS UNCOVER AN OLD ORDINANCE It Requires for Substantial Construc- tlon of Bi Provid for ¢ boards and lection of Special Tax on Them. The breaking of ex-Mayor Bemis' leg Friday evening, wh thing of a hard- ship upon Mr. Bemis, has resulted in good to the Omaha public. The connection be- tween ex-Mayor Bemls' splintered femur and his benefaction is this: Mayor Moores, & representative of the claims department of the city, Building Inspector Carter and City Clerk Elbourn made some Inquiries about the matter yesterday and found that the accident was the result of a long billboard blowing down upon Mr. Bemis and crushing him to the pavement “We ought to have an ordinance requir- ing the inspection of Lillboards the same s buildings,” said the mayor, “‘so that all rickety boards could condemned and removed.” “I believe we already have such an ordl- mance,” sald the city clerk The quartet put their heads together & bound volume of the city ordinances, and | the result was that a law which has lain dormant on the books for more than a year was dug up. This law, besides providing for the substantial construction and thor- eugh bracing of billboards, specifies a cer- tain system of fees which shall be col- Jected by the building inspector, and makes 4t incumbent upon all persons erecting such olgns to submit plans to the bullding in- epector for his approval. For a sign less than 8x10 feet in size a fee of $25 per year 18 charged, for a sign less than 12x15 feet 8 fee of $50 per year is charged and for a #ign less than 12x25 feet a fee of $100 per year is charged This ordinance has not been enforced be- cause Mr. Carter didn't know of its ex- fstence, and the chances are he would never bave known of its existence had not ex- Mayor Bemis called attention to it by thoughtfully having his leg broken. Mr. Carter at once wrote letters to the M. E. Mulvihill company aud several other billposting firms, notifying them that here- after the ordinance would be enforced to the letter. Ex-Mayor Bemis may sue the city for damages as the result of having his leg broken, but the fees for six months will more than pay the judgment. be over Another Special Train. Lininger & Metcalf Co. have anoiher spf clal train standing at the Burlington depol today. It consists of twenty-five new forty- foot C., B. & Q. cars loaded with Mitchell farm wagons from Racine, Wis. The same firm ran a similar train of twenty-five cars of threshing machines last Sunday. This shows their faith in the outcome of Ne- braska crops.
