LINCOLN, March 5.—(Spe: ment of the expenses of the various state institutions and departments since the in- sugufation of the republican administra- tion which. was prepared today indicates that at the present rate of expenditire only two of the funds will show a deficlency at the end of the blennium. These are for the maintenance of the penitentiary and for the wupport of the Nebraska National suard. In nearly all other cases there will be & surslue. This is a flattering -nn-nu when com- pared with the record of the last fusjon iministration, which allowed practically all of the state institutions to create de- flolencies. During the republican admin- istration there have been reductions in nearly all items of expense connected with the various Institutions. Less money has been expended for kupplies and several thousands of dollars have been saved by dls- continuing the practice of boarding the fam- tlles of fnstitution employes. Mar; Plea fn Insanity. Insanity will be the principal plea in the defense of Frank Marshall,. colored, whose trial on the charge of killing his niece, Vernal Les, was begun before Judge Holmes in the district court today. All of the time In court today was devoted to examination of jurors and it s not Iikely that the jury will be completed until tomofrow ,night, none of the peremptory challenges having yet been made. Marshall is under indict- ment by the coroner’s jury for killlng both Vernal Lee and bis sister, Eliza Marshall. The latter died two wecks after the crime was committed. The defendant is an ec- centric colored tuan who Imagined that the young women of his home were receiving too many attentions from mele acquaint- ances. The crime fof ‘Which he is held to wer was comimitted thires months ago. Marshall fired several 'shots first at his nlece and then turned ypon his sister, who was remonstratifig with him. * \ Dispute of Fostmastér a A dispute between former Postmaster Bushnell’ and his ‘deputy, Webster Eaton, regarding a Bnancial obligation was brought today to the attentlon of Judge Waters in the county court. Mr. Baton a Mr. Bushnell owes him $135 on a promis- sory mote executed in August, 1898, and the additional sum ‘of $2.90, which wi turned to Mr. Bushnell by the P! ment entertalnment committee, He says he contributed $10 to the fund raised in this city for the enfertainment of the First Nebraska volunteers on their return from the Philippines. The committee Aid not expend all of the money contributed, but returned 39 per dent of it to the domors. Mr. Eston had made bis donation to Mr, Bishnell, who was acting as custodian for the fund then being raised in the Postoffice department. He alleges that Mr. Bushnell received the $3.90, but kept it with the un- derstanding that it was to be used in the anti-Thompson campaign fund. Sult he$ been commenced to recover both amounts, with full legal interest. Mr. Bushnell and Mr. Eaton retired from office on March 1. Mr. Bushnell denles the obligation alleged by Mr. Eaton and says that he has counter olaims for all but $6, which willing to pay at any New Incorporations. Beveridge's place on Main street was next visited. A big crowd of loafers greeted her #hd a spicy talk fol- lowed. At Mueller's place she carried off & cribbage board belonging to Herman Selv- ers, the cook. This morning Seivers made her a call and asked for his board. She replied, “I've got It, but it ts & gambling implement, and I won't give it back.”” She lep( the beard. Before leaving this morning she made a call at Hein's saloon. Just as she entered woman came up to the bar and ordered “4& blackberry.” Carrle remenstrated with her and received a pretty short reply. She was found at the foot of the cellar steps lying on her back, with her wrists, arms and face badly bruised and one side of her head pounded almost to a jelly. YURK, Neb., March 6.—(Speclll'4—l\nn- resentatives of the York county independ- ent telephone ~companies met yesterday afternoon at the courthouse for the purpose of either consolidatiog into one large com- pany or (o entertain the proposition from the Plattsmouth Teleéphone company. There ‘were representatives of the Benedict, Tele- phone company, Arborville Telephone com- company, Waco houe company and the McCool Tele- phone company. A majority of the dele- ®ates favored consolidating all the inde- pendent companies of York county, and a motion was passed to this effect. Mr. Par- meely' and Mr. Pollock, representatiyes of !ll Plattemouth Telephone company, sald were willing to take over ‘the inde. pondont compdnies of York county and is- sue stock in the Plattsmouth company for the amount of stock they have in the York fndependent companies. “The meeting then decided to organize a company known as the York Independent Telephone company, with headquarters at York, and to be entirely independent of the Plattsmouth company, except that the Plattsmouth company will run in the York office their copper - toll llne, which now reaches twenty ' count! in southeastern Nebraska. It was preparing to go ahead in the usual way to elect four councilmen at the spring elec- tion to succeed those whose two-year terms will expire, and it was suddenly discovered that there is no provision in the new char- ter for any councilman who has served only o year to hold over. The problem has Been under investigation by the council and city attorney for a few days and all con- cerned have come to the conolusion that it will be necessary to elect eight councflmen. The county, attorney concurs in this opinion, All the towns operating under fhe new charter, Grand Island, Fremont, Hastings, Beatrice and Nebraska City, have the same trouble to contend, with.
