KINGSTON, Jamalca, March 32.—The steamer Port Antonio, Captain Murray of Imperial, direct West India mail service, having -on board Sir Albert L. Several persons were weounded iy the conflict. o SURPLUS IN THE TREASURY During th February, WASHINGTON, March 2.—The monthly statement of the government receipts and expenditures shows that for February, 1903, the total receipts were $4,150,730 and the expenditures $39,090,200, leaving a surplus for the month of $2,060,449. The receipts from the several sources of revenue are given as follows: Customs, $20,213,020, an increase, as compared with February, 1901, of $1,600,000; internal rev nue, $18,455,700, decrease of $3,500,000; mia- cellaneous, $2,490,009, decrease, $2,500,000. The expenditures on account of the War depaftment were $8,678,616, decreass, $ 400,000; on account of the navy, $5,700,079, increase, $1,350,000. The total expenditures show an increase of $65,000, CANNOT REACH WRECKED SHIP. Tow Barges Tugs Are Driven Back by the Strong Wind GLOUCBSTER, M » March 2.—Condl- tions at the scene of the wrecked steamer Wilster have undergone little change. The tugs, which arrived today, towing wrecking barges and lighters, made an attempt to go to the steamer today, but after they had proceeded part of the way the weather be- came #o thick and the barometer fell so rapldly that the trip was given up and the tugs returned to this port. The wind today caused a nasty sea, but the waves did not seem to make much im- pression on the steamer. ASSAULT A SPANISH CONSUL Filipino Rebels Are Making Charged with Vielent Attack on feer, MANILA; March 2.—The United States Philippine commission have received a cablegram from the governor of Cebu say- ing that a violent mesault has heen com- mitted by the municipal police of that place upon the Spanish consul there. The gov- ernor says the assault was instigated by the presidente of Cebu, Senor Reyes, who has been suspended pending an Investiga- tion, which was at once ordered.
