INCIDENTALLY WI.L PROFIT HIMSELF Lancaster Ra County Gets Terminal Bridge and Com Other State New (From a Staft Correspondent.) LINCOLN, July 1 pecial)—Joseph | Burns ot this city, formerly a member the legislature, was before the city cou tonigh h a proposition which, it a wiil, he declares, result in a saving | city of Lincoln of many thousand a year. He agrecs to with water at a rate of § ce thousand the same to be fresh aud unlimited. Under the existing owued and operated by Cobts on an average of 15 vents per thou- sand gailons and the receipts of the water commissioner's office just about equal th expenditures, or, in other words, the water department Is no more thau self-sustaining Mr. Burns would have the city still main- taln the water commissiousrs office and pay and tho § ¢ sinking fun #0 the o parts years, “I am simply offering the city a good busiy proposition and I frankly admit that I expect to make money myself,” said Mr. Burns. “For years the council wrestled with the water question with no satistactory result. They are divided a: to the best course to pursue and are rent by factional strife over the matter. To- day frsurance companies are at a tre- mendous risk, the water suppiy threatens to fail and if a fire should occur there would be nothing to do but watch it sweep un- molestod ou its I believe I have a proposttion that will benefit the city and I intend to do all in my power to get the council to accept the plan which I will submit this evening. I was connected with the location of the Mockett and Rice pump- ing stations and my judgment in these matters 18 now proven to be correct. My well on the capitol grounds will furnish twice ac much water as the contract calls for and [ believe I am right on this scheme also.” to the gailons, pure, system, which s the eity, the water nts contract and he says that by tire indebtedness of the wat could be paid off within & few price into the doing t way Detatls of the Proposition. “I will furnish all the material and labor necessary to construct a plant of such proportions as will give the city an ample supply of géod water at all times, the same as that furnished by the Rice and Mockett stations, 1 will construct reservoirs with | 2,000,000 gallons capacity and pump into and out of the same at all times. I will agree to furnish and pump into the city mains all the water the city requires for use agreeing to keep the pressure up to fitty pounds per square inch for domestic aud up to from ninety to 100 pounds at the pumps for use during a fire. pumps to do this work. including all of the expense of every kind and guarantee plenty of water as above for a term of twenty years, at a sum of 8§ cents per thousand gallons so pumped into the city mains. The city shall put in und con- trol the meter to measure ¢ water from the pumps, the same as it Is measured to the consumers. In this way the cily will be out o expense for fts water sup- ply outside of the salary of the water com- missioner and clerks in the water office, and will recelve, without cost, if the pres- ent rates are maintained, 7 cents per 1,000 gallons for all the water consumed the city with no money for experimenting or hunting water. The city would, in this way, soon be able to meet its obligations against the water department. Mayor Winnett Opposed. Mayor Winnett is opposed to the propo- sition submitted by Mr. Burns. He said to the correspondent at the conclusion of the meeting: “I am decidedly of the opinion that it would be unwise to accept the offer. Distributing water 1s a great deal lke afstributing ice. You start with a good load, but when you get to the destina- tlon your stock has greatly decreased. Un- der the plan suggested we would have to pay for all water wasted as well as for all water used at fires. Last year the re- celpts of the water department were in- creased $10,000 and the expenses were de- creased $9,000 and I think the department is too good a thing to let go." Fireworks Order Rescinded. Mayor Winnett said that on account of enforcement of his July 4. The acetylene franchise and the anti- acetylene ordinances were read tonight and will come up for discussion Monday. Two New Linco anti-fireworks order n Schools, The Board of Education tonight awarded contracts for constructing two new school buildings to Campbell Bros. of this city. the Capitol and Vine Street schools and will cost $15,000 each. ancaster County Is Sonked Following a rapld decline in the tem- perature a good, soaking rain fell all over Lancaster county this afternoon. At 3 o'clock the thermometer indicated 94 de- grees temperature, but an hour later it had fallen to 60 and the wind had changed around to the north. It is belleved here that the rain came in good time to save grain in the exceptionally dry places in the county. It will probably retard the harvesting of wheat, but it is not feared that it has damaged that cereal As a result of the downpour everybody in Lincoln and surrounding country fs in | good spirits. Reports from reliable au- are that both corn and wheat are condition oln the rain measured about one inch and in some portions of the county it was still heavier. Tru Convict B. F. Mallory, a trusty at state penltentlary, escaped early this morning and has not yet been located. He was usually sent out to work In the stock yards. Attired in a uniform of bed tick- ing he bolted as soon as his igvements were unobserved. Mallory was sent up from Hamilton county for assault and only had the major fraction of a year to serve State Convict Esca the e Water Work The new water works system installed at the state house by Joseph Burns been continuously in action for several days and It s estimated that during this time up- wards of 30,000 barrels of water have been flowed over the lawn. The average dis- charge Is 400 barrels per hour and the plant has been working night and day for nearly a week. The water is pronounced by ex- perts to be excellent in quality and ap- parently the supply Is Inexhaustible Besides affording water for the lawn and for domestic use In the capitol building, the system will undoubtedly prove an expense saver. In dry weather the average mon:hly bill for city water has been $110, and the consumption or use has at no time equaled the discharge trom the artesian well. She was finally brought into court, however, and testified that she saw Mrs. Bentley sign the will She was also very certain that Mrs. Bent- was sound mentally. Later on she ad- mitted that she had only met Mrs. Bentley the day the will was signed. Miss Sandon was the only witness examined. Bishop Bonacum and his attorneys were on the scene and will put up a hard fight to sus- taln the will. The hearing will last sev- eral days. Wife Gets the Divorce. When Harry K. In Ohlo where she had gone for a visit she heard of the sult and immediately returned She came back at him with a counter suit and this morning Judge Cornish gave her a decree and added to it $60 in excess of the costs of the suit by way of alimony.
